Kako stvari stoje bit će neizvesno. Ako Škotima bar malo proradi inat onda je Velika Britanija gotova stvar i onda ništa neće biti kao pre. U vezi EU, to je u smislu ekonomskog povezivanja, podpisivanja carinskih sporazuma i onda ulazak u EU, ja ne vidim poteškoća...ali sve ostalo? O tom potom.

To Assure and Deter: NATO's Next Steps

Over recent months, NATO has been shocked to observe Russia carrying out the forceful redrawing of national boundaries in Europe, and its continuing interference in Ukraine. There is not much ambiguity about what is going on in eastern Ukraine. We are witnessing a proxy war being conducted by Russia, employing Russian forces, Russian equipment and Russian subversive activities, backed by Russian finance. Whilst there is no direct military role for NATO in Ukraine, we must be very mindful, however unlikely it might appear today, of the possibility that at some stage in the future a NATO country could be subject to similar Russian attention. We must therefore understand the underlying strategy developed by the Russians, and for the sake of continued peace in Europe we must ensure that such a strategy cannot be used against any NATO nation in the future.

The Russian strategy appears to have been developed alongside a significant increase in the country’s defence spending and the rebuilding of its conventional armed forces. During this period, NATO has been very much focused on demanding, out-of-area, counter-insurgency and stabilisation operations, and we have understandably applied a lower priority to our large-scale conventional manoeuvre readiness. The Russianstrategy employs a combination of coercion through rapidly generated conventional forces, and subversion by a number of means, both military and non-military. This combination is designed to set the conditions for either a subversive takeover of territory (as in Crimea in March) or the use of conventional forces to seize it (as in Georgia in 2008).

The early stages of the Russian strategy involve the destabilisation of the target area using a combination of elements, often including unconventional military activity but also drawing on a variety of other strands, many of which are non-military in character and thus demand a non-military response. These activities include intensive and sustained propaganda, cyber-activity and the agitation of elements of the population. During this period it is difficult to detect the hand of official government sponsorship as the mobilisation of indigenous populations creates a degree of ambiguity regarding cause and effect. This renders consensus decision-making over concrete responses extremely difficult within an organisation like NATO.

This is the first danger for the Alliance. The second significant threat for NATO within this strategy is that it enables the Russians to marginalise elements of the full spectrum of the Alliance’s current defensive capabilities. The massing of large numbers of Russian conventional forces on the border of the target country is designed initially for coercive effect in support of internal subversion, but the presence of these forces clearly also allows Russia the option of direct intervention, possibly on the grounds of humanitarian support. The result could well be that Russia would be tempted to carry out a rapid seizure of territory, to which it could conclude that NATO might be hard-pressed to respond appropriately, especially if it has not made deployment decisions in sufficient time. Russia may currently believe it has the potential to seize ground, to isolate it, and then –through the threat of escalation to a strategic conflict – deter NATO from attempting to recover lost territory. It may also believe that, faced with the threat of escalation to a full strategic conflict with Russia, NATO is unlikely to decide to retake territory by force.

An appreciation of these dangers and the possibility of a serious miscalculation by Russia at some time in the future has engendered understandable anxiety in those members of NATO which see themselves as being most vulnerable to such threats. Accordingly, NATO has embarked on a number of Immediate Assurance Measures to demonstrate our collective will, and the solidarity of the Alliance behind the principle of collective defence enshrined in Article V of the Washington Treaty. These measures include enhanced air policing along NATO’s eastern borders, a maritime presence in the Baltic and Eastern Mediterranean and periodically in the Black Sea, and a steady drumbeat of land exercises within the territory of eastern NATO nations. These Immediate Assurance Measures have been successful in providing a degree of reassurance, and importantly they have protected Alliance cohesion, maintained consensus, and created the foundations for medium- and longer-term follow-on measures. This activity will be sustained for as long as required, and can be scaled up or downin response to short-term developments. However, following through with medium- and long-term measures is vital if we are to fully neutralise the potential for Russia to believe it might be able to cause irreparable damage to NATO in the future.

First, we must improve our collective capacity to defend against subversion of the sort employed by Russia in Crimea. Those NATO nations with their own ethnic Russian populations are most obviously vulnerable, but the threat of subversion and interference could be applied to others in a variety of ways. NATO is currently working with specific members of the Alliance to develop their ability to counter Russian subversion, but this assistance must extend well beyond military help routed through defence ministries. It ought to include activities manifestly outside the military arena, for example the provision of high-quality Russian language television for Russian minorities in the Baltic States, who are currently bombarded with blatant Russian propaganda from across their borders. These measures require co-ordination through the Comprehensive Approach, a concept familiar to NATO following several years of implementation in operational theatres such as Afghanistan. Ultimately, however, the responsibility for counter-subversion will be a national one, given that the nations themselves inevitably have the best understanding of the dynamics within their own population groups.

Second, and most importantly, NATO must address the Russian ability to concentrate large-scale, conventional forces for coercive means, achieved very rapidly through so-called ‘snap exercises’. These forces are not only threatening; they also have the ability to transition quickly from coercion to aggressive cross-border activity to seize and isolate territory. In order to counter the threat of attack from such forces, and thus also reduce their coercive effect, we must have NATO forces in place at the right time with the appropriate defensive capabilities. In this way, Russia will be left in no doubt that any incursion into NATO territory will result in a decisive engagement with the Alliance as a whole. Indeed, we must ensure that Russia understands that it will never have the opportunity to acquire pieces of NATO territory by force and then to prevent us, through strategic blackmail, from achieving consensus around the need to re-establish the Alliance’s territorial integrity.

It is, after all, only under conditions of reasonably assured security that we could begin to normalise relations with Russia, having seen the country’s leadership display a readiness to use illegal aggression to expand its territory. Such security can only be delivered by either substantial conventional forces held in place along NATO’s eastern borders, or well-trained, agile and capable combat forces held at appropriate responsivenes is to deploy to these regions when required.

Whilst permanently based combat forces would be the safest and most assured manner in which to deter Russian aggression, this optionruns counter to the current trend of the US and others reducing their forward basing in Europe, and would be extremely expensive for the Alliance. However, reliance on high-readiness forces could be a viable alternative, but only if we can be absolutely assured that they would be deployed to the right place, at the right time.

Therefore, bearing in mind the deliberate ambiguity created in the early stages of the Russian strategy, the NATO decision-making process must be made sufficiently reliable and agile to ensure that Alliance forces will deploy at the appropriate moment. This option would also see regular exercises involving these forces within the territory of vulnerable nations to prove the capability, and we should be prepared routinely to deployadvanced elements on receipt of the appropriate indicators and warnings. Of course, detecting these indicators and warnings will also require augmentation of Alliance intelligence and surveillance capabilities. A highly responsive reaction force would also require a modest forward presence of elements such as command and control and enablers, although we believe this should be achievable within the spirit of the NATO–Russia Founding Act.

The attraction of a reliance on a high-readiness response force is that it can be generated from the manpower and equipment currently held within the inventories of the armed forces of the twenty-eight NATO Allies. We have superb equipment, much of which was designed to counter precisely the threat posed by the sort of conventional armoured forces we have seen massing on the Russo–Ukrainian border in recent months. We simply require our response forces to be grouped appropriately under responsive and flexible command and control arrangements, trained within a joint and multinational context and held at the appropriate readiness.

A full military estimate must be carried out to confirm the appropriate scale, capabilities and responsiveness of this force, likely to be called the Immediate Alliance Assurance Force, which would probably be held as a dedicated Article V element within a revitalised and more capable NATO Response Force. Such improvements will help to rebuild the strategic continuum of our deterrence, thereby ensuring we do not in the future run the risk of strategic conflict with Russia. But they will also enable us to be more responsive to the many other threats to peace and stability around the margins of our Alliance that are likely to require future deployment of NATO forces on smaller scale capacity-building and stabilisation operations. Indeed, while NATO must rebuild its deterrence capabilities in response to recent Russian aggression, it must also maintain the hard-won skills of recent stabilisation operations, and there is scope for significant synergy between these two complementary aims.

The NATO military authorities now stand ready to respond as required to political direction from the NATO summit in Wales this September, regarding the medium- and long-term follow-on measures that are required in response to Russia’s recent behaviour, and the strategy that underpins it. It is anticipated that such direction might include a review of the construct and responsiveness of the NATO Response Force and the building within it of a NATO Immediate Alliance Assurance Force, trained and ready to deploy rapidly in response to the appropriate warnings and indicators. This would send an unequivocal message to Russia that any incursion into NATO territory would put it at immediate risk of an escalating conflict with the whole of the Alliance, and thus the seizure of parts of NATO territory which it deems vulnerable would be neither an attractive, or indeed a viable option. Some may take the view that only on this basis will it be possible to move towards some form of normalised relations with a country that has recently displayed a willingness to change borders by force – an act which is unprecedented in Europe in the post-Cold War era.

Нисам знао где ово да поставим, па рекох можда може овде јер и ово је НАТО данас.

НАТО нема више разлога да постоји
Избијање новог хладног рата је огромна грешка. Повиновање америчкој стратегији изолације Русије погубно је за Европску унију, а решење је стварање европске конфедерације, каже дугогодишњи саветник Франсоа Митерана


Жак Атали важи за човека који шапуће француским председницима на уво. Овај професор економије, писац и политички аналитичар је десет година био специјални саветник Франсоа Митерана, до 1991. године када је основао Европску банку за реконструкцију и развој (ЕБРД).

Исте године је позвао Михаила Горбачова у седиште организације у Лондону и испровоцирао сусрет совјетског председника с лидерима Г7, што је изазвало гнев тадашњег британског премијера Џона Мејџора.

Аталијеве савете потражили су и потоњи француски председници из супротних политичких табора. Николи Саркозију је предложио како да из корена реформише француско друштво и економију. У јавности су га критиковали што је око себе окупио искључиво економисте либералне и социјалдемократске оријентације.

За Франсоа Оланда је урадио извештај о „позитивној економији”. Овај концепт подразумева да богатство које се ствара није циљ по себи већ да треба да служи општем интересу, за добробит будућих генерација.

Његовом утицају је допринела и изузетно плодна каријера есејисте и писца. Написао је педесетак књига, есеја о економији и геополитици, биографија (о Паскалу, Марксу, Гандију, Дидроу), мемоара (о Митерану), романа, позоришних представа и прича за децу.

У новој књизи „Постати свој” („Devenir soi”) залаже се за „личну револуцију”.

– У данашњем свету који је неподношљив, и који ће ускоро бити још гори, не треба имати велика очекивања ни од других ни од државе. Време је да свако преузме ствари у своје руке. Чак и најсиромашнији, они који живе у најскромнијим условима, успевају да нешто створе и промене живот. Идеја није да се тражи посао, већ да се он створи, било да се ради о предузетницима, уметницима или ствараоцима. Услов је да размисле ко су и шта желе да раде и да пронађу добру идеју. Најбољи начин да се нађе посао јесте да га сами створите. У књизи дајем хиљаде примера оних који су имали идеју шта да раде од свог живота и методе које треба следити како бисмо пронашли оно по чему смо јединствени и успели у животу.

Ови предлози су развијени у духу „позитивне економије”?

Реч је о томе да схватимо да живимо само једном и да живот треба да искористимо најбоље могуће, било да је у питању економија, уметност или алтруизам, помоћ другима, како бисмо створили друштво које је позитивно, збир индивидуа које су нашле начин да се у потпуности остваре. Данас то није случај јер смо се сви отуђили. Велики је број оних који схватају да су им живот одређивали други, да им је био наметнут и кају се због тога.
Ми у Европи смо потенцијално прва нација света, али нас и даље дели наша прошлост, ратови, несугласице. Ако удружимо снаге, Европа ће за тридесет година бити прва економска, политичка и културна сила света.

Ваш модел је социјалдемократија?

Не волим ту реч, иако је социјалдемократија можда најмање лоша реч. Али она је измишљена у 19. веку и зашто у 21. веку користити речник из 19. века? Потребно је измислити нове речи, нове концепте, свет се мења. Као, на пример, концепт „позитивног друштва”, праведног друштва које ради у интересу будућих генерација. Велики пројекат за Европу је да се за тридесет година изгради политичка Европа, с федералном владом.

Најновије мере које се спроводе у Србији подразумевају смањење плата и пензија. То води ка продубљивању социјалних разлика...

Не би требало мешати политику штедње и политику социјалне правде. Потребно је, наравно, контролисати потрошњу како не бисмо живели на кредитима. То не подразумева узимање кредита за улагања јер ти су дозвољени. Али борба против претеране задужености не сме да заустави борбу против неједнакости.

Шта остаје од социјалне Европе?

Није питање шта остаје јер социјална Европа још није остварена. Направили смо трговачку Европу, монетарну Европу, а сада је потребно изградити социјалну и политичку Европу. То је још велико градилиште. Социјална Европа подразумева хармонизацију на врху, стварање услова за право рада, за новчану надокнаду. Да би се то постигло потребно је време, можда двадесет година. Србији је место у Европској унији, у њој ће се брже модернизовати и у њој ће побољшати животни стандард својих грађана.

У тексту „Геополитика понижавања”, који је наишао на велики одјек у Србији, написали сте да Европска унија греши што изолује Русију у украјинској кризи.

Изоловање Русије је огромна грешка. То је увек била погрешна политика, још од 16. века. Када су руске власти изоловане, оне се окрену против свог народа и узврате нападима, што води до спољних ратова. Ускраћивање учешћа на скупу Г8 и бојкотовање Русије није ни у интересу Европе ни у интересу Руса. Путинова Русија није Хитлерова Немачка. Путинова Русија је Вајмарска Немачка, она која може да склизне у Хитлерову Немачку, али то није данас случај. Потребно је створити услове да се помогне Русији да иде ка демократији. Пољаци чине огромну грешку јер гурају Американце и остале Европљане да изолују Русију. То је иста грешка коју су могли да почине Французи 1945. године да нису рекли Немцима да желе помирење. Зато што смо много пропатили од Немаца пружили смо руку и створили пацификовану Европу. Пољаци морају да ураде исто. Решење ситуације у Украјини је у споразуму између Русије, Украјине, Француске, Немачке и Пољске. Потребно је да се поново покрене разговор и да се иде ка проширеној Европској унији, ка европској конфедерацији, какву је и Путин желео, подсећајући на идеју Франсоа Митерана. У тој конфедерацији били би окупљени сви Европљани, а Руси и Украјинци су Европљани, као, наравно, и Срби.

Говорите о опасним политичким тензијама које могу да одведу у трећи светски рат. Да ли улазимо у период криза и ратова који сте описали у есеју „Кратка историја будућности”?

Налазимо се у веома опасном контексту сукоба који би могли да се умноже и доведу до насиља огромних размера и новог светског рата. Околности су изузетно забрињавајуће.

Написали сте да се нарочито Сједињене Америчке Државе играју овом опасном стратегијом.

САД су наш савезник коме много дугујемо. Ја сам лично, узимајући у виду моје порекло (Атали је рођен у јеврејској породици у Алжиру), нарочито захвалан Америци која је спасла свет, а нарочито Европу, од нацистичког варварства. Али понекад помислим да у Америци постоје силе које раде против интереса Америке и које воде у рат.

Које су то силе?

Политичке силе, нарочито Републиканска партија која је водила бесмислени рат у Ираку који је уништио Блиски исток, која је, уз француског и британског председника, водила бесмислени рат у Либији који је погоршао ситуацију у Африци итд., итд.

А данашњи рат против Исламске државе у Ираку који предводе САД и Француска, да ли је он оправдан?

Треба се, наравно, борити против тероризма свим средствима. Боље би било да нису створени услови да се он појави, јер ако је војска Исламске државе данас толико јака, то је зато што су у њој генерали и официри армије Садама Хусеина. Требало је задржати ову војску која је била организована, а не уништити је, то је била огромна грешка.

Сматрате да је бомбардовање добра стратегија?

У рату против тероризма потребно је употребити сва средства.

Америчкој коалицији придружила се и Србија која је пре петнаест година такође била бомбардована.

И Немачка је бомбардована па учествује у коалицији. Постоје праведни ратови. Србија која се величанствено понела у рату 1939–1945. године зна да има праведних ратова.

То су одбрамбени ратови.

Али рат против тероризма је одбрамбени рат.

У случају Украјине констатујете да је приклањање америчкој стратегији погубно за Европљане.

За Европску унију је самоубилачки да следи амерички ембарго Русији. Бојкот пенализује много више Европљане него Американце. Они су прогласили бојкот чији су Европљани главна жртва.

У том контексту Србија је постала полигон на коме америчке и руске дипломате одмеравају снаге у атмосфери новог хладног рата...

Избијање новог хладног рата је огромна грешка. Нема више оправдања за постојање НАТО-а. Потребан је савез демократских земаља против тероризма, али НАТО нема разлога да постоји јер више нема Варшавског пакта. Потребно је трансформисати га у савез демократских земаља против тероризма, а то није исто.

Како процењујете данашњу позицију Србије?

Србији су потребне огромне унутрашње реформе и она мора да се модернизује као и друге европске земље. Када сам створио ЕБРД желео сам по сваку цену да Србија убрза процес транзиције ка демократији и тржишној економији, али овај процес није завршен и постоје врло прецизно установљене реформе које су далеко од тога да буду спроведене.

Kao da nesto od njega zavisi,mogu izabrati i Papa Franju isto bi se ponasao kao i Rasmunsen.
