Citat:A Polish defense company, Lubawa SA, hopes to expand its recently established joint venture in Armenia and export protective equipment for armed forces manufactured there to other former Soviet states.

The venture was set up by Lubawa and the Armenian Defense Ministry in in the central Armenian town of Charentsavan in early 2013. Defense Minister Seyran Ohanian and his former Polish counterpart Bogdan Klich inaugurated it in October 2014.

Using Lubawa’s technology and expertise, the Charentsavan plant produces a range of protective gear such as army helmets, flak jackets, big and inflatable tents, camouflage netting and decoys. Ohanian said at the inauguration ceremony that these items will be supplied to the armed forces of not only Armenia but also other nations.

Lubawa’s chief executive, Marcin Kubica, discussed the matter with Ohanian and other senior Armenian military officials when he visited Yerevan in mid-December. In a subsequent statement on those talks, the Polish company said the two sides agreed on a “development strategy” that identifies potential export markets for their joint enterprise called Lubawa Armenia.

“The export markets which Lubawa Armenia will attempt to win in the first place will be Georgia, Kazakhstan, Turkmenistan, Kyrgyzstan and Uzbekistan,” read the statement. It said the Armenian Defense Ministry will assist in that endeavor.

“The parties unanimously confirmed the possibility of smoothly increasing the production capabilities of Lubawa Armenia SA in case it wins major contracts,” added the statement.

The Armenian side was also reported to have committed itself to purchasing camouflage nets, tents and individual protective gear from Lubawa Armenia in the course of this year. The Defense Ministry in Yerevan already commissioned in late 2013 the first batch of such nets worth $1 million.

Lubawa further announced that the Charentsavan plant, in which it holds a 51 percent stake, is ready to manufacture inflatable boats, protective suits and other individual equipment for rescuers. It said that the Armenian Ministry of Local Government and Emergency Situations is “interested” in purchasing such equipment for its rescue service.

Poland pins great hopes on development of "Lubawa" in Armenia
Polish side has great expectations with the sector, in which "Lubawa", an Armenian-Polish joint enterprise, operates. In this context positive dynamics is expected, said Radoslaw Domagalski-Labedzki, Poland's Deputy Minister for Development on the sidelines of the fifth meeting of the Armenian-Polish Intergovernmental Commission on Economic Cooperation.

According to him time is needed for the Armenian-Polish joint enterprise development. I think that Lubawa Armenia is quite young company, as it has been operating for only several years. So, time is needed for its development, the Polish Deputy Minister noted. According to him such model of business is quite efficient and is a good alternative for entering foreign market.

To note earlier in an interview to ArmInfo, Jerzy Marek Nowakowski, Ambassador Extraordinary and Plenipotentiary of the Republic of Poland to the Republic of Armenia Mentioned with content that Lubawa SA, a leading Polish company has intensified its activity this year (Lubawa-Armenia Armenian Polish military industrial JV opened in October of 2014 on the basis of the Armenian machine-tool factory). "Previously the Company failed to operate at full capacity. For two years the company had operated without profit and there are preconditions now to ensure profits in the current year. I'd like to say that many other potential investors closely follow the company's activity. In this sense, the future investments depend on the success or failure of Lubawa - the first big investment. Therefore, I hope Lubawa will become exemplary", the Ambassador stated.
To note, "Lubawa-Armenia" enterprise was established on the basis of Charentsavan machine- building plant (Armenia). The company LUBAWA Armenia produces multiscale optical camouflage nets (87% of turnover), T-72 mock-ups (10% of turnover) and tents (3% of the turnover).

Citat:In a further boost to Polish-Armenian military cooperation, the Armenian Defense Ministry and a Polish defense company inaugurated on Thursday a joint venture in Armenia manufacturing protective equipment for armed forces.

The Lubawa-Armenia enterprise was officially launched in Charentsavan, a small town 40 kilometers north of Yerevan, in the presence of Defense Minister Seyran Ohanian, his former Polish counterpart Bodgan Klich and senior defense industry executives from the two states.

The company will use the technology and expertise of Poland’s Lubawa SA group to produce a range of protective gear such as army helmets, flak jackets, big and inflatable tents, camouflage netting and decoys. Ohanian was reported to say that these items will be supplied to the armed forces of not only Armenia but also other nations, possibly including members of the Russian-led Eurasian Economic Union.

Lubawa-Armenia was set up in March 2013 and began operating shortly afterwards at the premises of a defense plant in Charentsavan mostly owned by the Armenian Defense Ministry. According to Razm.info, a Yerevan-based defense news service, it signed with the ministry last December a $1 million contract to supply the Armenian army with camouflage nets.

The Armenian government approved in July its $1 million contribution to the Polish-Armenian company, which largely took the form of real property set aside at the Charentsavan plant. Ohanian said at the time that Lubawa, which has a 51 percent share in the venture, will make $10 million in capital investments.

In a speech at the opening ceremony cited by his press office, Ohanian spoke of “a new page opening in the history of Polish-Armenian cooperation in the area of defense industry.” He discussed that cooperation at a meeting with Klich on Tuesday. Klich served as Poland’s defense minister from 2007-2011 and is now a Polish senator.

The official launch of the Charentsavan facility, although significant, is apparently not the largest tangible consequence of Armenia’s military ties with NATO member Poland. Russian news sources reported last year that another Polish company has begun modernizing 84 Armenian tanks in line with a $100 million contract signed with Yerevan in 2013. The Armenian Defense Ministry did not deny that information.

The Armenian army’s Russian-made T-72 tanks will reportedly get stronger dynamic armor and be equipped with more powerful engines, new machine guns, surveillance cameras and state-of-the-art communication systems. Some defense analysts believe that these upgrades will make them analogous to the more advanced T-90 tanks currently manufactured by Russia.

Russia, which is allied to Armenia, is due to complete early next year the ongoing delivery of about 100 T-90s to Azerbaijan in accordance with large-scale defense contracts signed in 2010. The closely integrated armies of Armenia and Nagorno-Karabakh are not known to have such tanks in their arsenal.
