When the war began, Pujol made three attempts to work for the British, but they rejected him. Eventually, he approached the Nazis, who accepted him under the codename Arabel. After establishing himself as a Nazi spy, Pujol approached the Allies once again, this time becoming a double agent known as Garbo.

Pujol employed a strategy of feeding the Nazis a mixture of true but useless information, always arriving slightly too late with any valuable intelligence. He even fabricated an entire network of 27 sub-agents, who were entirely fictitious. Despite their non-existence, he submitted expense reports for them, and the Nazis paid their salaries.

At one point, Pujol had to explain the delay in delivering significant information to the Nazis. He claimed that one of his spies had died, convincing the Nazis to provide a pension to the imaginary spy's fictional widow. Pujol's deceptive tactics not only caused the Nazis to waste millions of dollars but also played a crucial role in convincing them that the D-Day attacks were a mere diversion, diverting vital resources away from the actual front lines.

Pujol received the rare distinction of being awarded both an Iron Cross from the Nazis (requiring Hitler's personal authorization, as he wasn't a soldier) and an MBE (Member of the Order of the British Empire) from King George VI.

After the war, Pujol lived in fear of being hunted by surviving Nazis. In 1949, with the assistance of MI5, he staged his own death from malaria in Angola.
