CSTO Rapid-Reaction Force To Hold Exercises In Kazakhstan In Fall

MOSCOW - March 18, 2009:
The joint rapid-reaction forces of a post-Soviet regional security bloc will hold military exercises in September in Kazakhstan, the Russian defense minister said on Tuesday.
The Collective Security Treaty Organization (CSTO), which comprises Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan and Tajikistan, agreed in early February to set up the rapid-reaction force.
Russian President Dmitry Medvedev said later on Tuesday that the force should be well-organized and equipped to counter a variety of threats.
"These are units that we should be able to rely on in dealing with the most difficult problems, including terrorist and military threats," he said.
The Russian president also said the CSTO was open for cooperation with the United States in the fight against terrorism in Central Asia.
The rapid-reaction force, which Medvedev has said "will be just as good as comparable NATO forces," will be used to repulse military aggression, conduct anti-terrorist operations, fight transnational crime and drug trafficking, and neutralize the effects of natural disasters.
Moscow has stressed that collective forces will not interfere in the domestic conflicts of the bloc's member countries.

Citat:France Sells 24 Military Helicopters To Iraq

PARIS – March 27, 2008:
France on Wednesday sealed a contract for the sale of 24 military helicopters to Iraq, its first arms deal with Baghdad since 1990.
French Defence Minister Herve Morin signed the deal worth 360 million euros (488 million dollars) for the Eurocopter EC 635s during a meeting in Paris with his Iraqi counterpart Abdul Qader Obeidi.
The Eurocopter EC 635 is a light multi-purpose helicopter developed by Eurocopter as a military version of the Eurocopter EC 135. It is a twin-engined aircraft and can carry up to 8 people, including the pilot, and a range of military equipment or armaments. The helicopter is marketed for troop transport, medical evacuation, cargo transport and armed combat support missions.
France agreed to provide pilot training and provide maintenance as part of the contract.
The deal came a month after President Nicolas Sarkozy paid an historic first visit to Baghdad during which he vowed France would help Iraq's economic revival, and singled out defence as one area of cooperation.
A defence ministry official said the deal was the first contract signed between Paris and Baghdad since the 1990 Gulf War and the US invasion of Iraq in 2003.
Morin also announced that Paris was going to "re-open a military mission to Baghdad" at the French embassy in Baghdad "from this summer."
"We want to return to the relations that France had (with Iraq) up until the 1980s," he said.
"Then a large part of the Iraqi army was trained in France and equipped with French military equipment," he added.
Obeidi said the purchase of the helicopters was one of the Iraqi government's priorities.
He said he had had discussions about other projects with "big French companies," but did not elaborate.
Such deals, he said, would reinforce the "independence" of his country and "facilitate the agreement with the United States on the withdrawal of American forces."
Asked about France sending instructors to Iraq, Morin said France was "open to all forms of cooperation" but that it was for the "government of Iraq to express its wishes."
Sarkozy's surprise visit to Iraq last month was the first ever to the country by a French head of state.
France deeply opposed the American invasion almost six years ago which ousted Saddam Hussein, a policy decision that left it at odds with the administration of then US president George W. Bush.
Sarkozy said France would work with Iraq wherever it could to help repair the country's battered infrastructure, in business as well as security matters.
"We seek cooperation in the economic field, energy, rebuilding, and to help the police, security and Iraqi military forces, as well as restoring the international position of Iraq," he said.

Poland Received First C-130E Hercules Military Transpot Plane: Reports

RAMSTEIN AIR BASE, Germany - March 31, 2009: American and Polish airmen delivered the first of five refurbished C-130E Hercules military transport planes and spare parts March 24 to the Polish air force at Powidz Air Base, Poland.
"It's a great day for them to celebrate the arrival of the Hercules. It's vital to them being able to -- own their own -- organically pick up and go," said Air Force Maj. Gen. William A. Chambers, the U.S. Air Forces in Europe director of air and space operations.
The extended range C-130E model entered service in 1962 after it was developed as an interim long-range transport for the Military Air Transport Service. Essentially a B-model, the new designation was the result of the installation of 1,360 US gallon (5,150 liter) Sargent Fletcher auxiliary fuel tanks under each wings (mid-section) and more powerful Allison T-56-A-7A turboprops. The E model also featured structural improvements, avionics upgrades and a higher gross weight.
The KC-130 tankers, originally C-130Fs procured for the US Marine Corps (USMC) in 1958 (under the designation GV-1) are equipped with a removable 3,600-US gallon (13,626 L) stainless steel fuel tank carried inside the cargo compartment. The two wing-mounted hose and drogue aerial refueling pods each transfer up to 300 US gallons per minute (19 liters per second) to two aircraft simultaneously, allowing for rapid cycle times of multiple-receiver aircraft formations, (a typical tanker formation of four aircraft in less than 30 minutes). The US Navy's C-130G has increased structural strength allowing higher gross weight operation.
"They're one of our allies who are very willing to go," he said. "Whether it is Afghanistan or Iraq, they've been alongside the Americans in both fights. The 'Herc' is a great symbol of the American-Polish partnership, and we're grateful to be alongside them." It was a sentiment echoed by Polish Brig. Gen. Tadeusz Mikutel, the 33rd Air Base commander.
"This is a milestone for our air defense. The plane is able to carry 17 tons of equipment or 90 equipped soldiers. That is why the plane will leave (our) CASA planes behind," General Mikutel said. Also on hand for the celebration were Stanislaw Komorowski, Poland's vice minister of defense; Polish Lt. Gen. Andrzej Blasik, commander of the Polish air force; Pamela Quanrud, the deputy chief of mission for the American Embassy in Warsaw; and several Polish military and local government authorities.
The new plane expands the Polish air force's ability to transport troops and equipment, while providing support for evacuation and humanitarian operations. Its presence in the Polish fleet will also increase their interoperability with other air forces because the C-130 is used by several nations around the world, to include NATO allies.
The C-130 received an escort to Powidz AB by F-16s from the Polish air force when it neared its final destination, and performed two flyovers of the gathered crowd to showcase the newest addition to the Polish inventory. Upon landing, both the American and Polish crews were recognized for the achievement.
"I think we can accomplish a lot of missions to deliver cargo to our troops in Afghanistan and Iraq," said Polish Sgt. Andrzej Kozera, a C-130 flight engineer.
The Reserve aircrew from Hill Air Force Base, Utah, and an active-duty loadmaster from Edwards AFB, Calif., picked the plane up in Waco, Texas, with their Polish counterparts after its refurbishment and flew it across the Atlantic, stopping at Ramstein AB. It made its final leg to Powidz AB, where it will become part of the 14th Lift Squadron.
The entire project, including total refurbishment of five aircraft, support equipment, supplies, training and contracted logistics support, is valued at $120 million.
The donation is a result of an American pledge to provide Poland with such a capability, and is fully funded through bilateral military assistance grant money.
The delivery of the five modernized and upgraded aircraft is scheduled to be complete in the summer of 2010.
