"Пукотине" у америчком нуклеарном арсеналу


У темељима америчког нуклеарног арсенала појавиле су се извесне "пукотине", не само што се тиче војних снага, већ и цивилне бирократије која их контролише, оправдава њихове трошкове и сврху, али и планира њихову будућност.

Нејасно је да ли влада препознаје пуне размере овог проблема, чија је суштина слабљење њене способности да води и одржава свој нуклеарни "подухват", пише агенција Асошијетед прес, а преноси Танјуг.


САД и даље имају на хиљаде комада нуклеарног оружја - више него што кажу да им треба - а сада се ближе тренутку одлуке о инвестирању огромних сума новца како би се арсенал учинио одрживим за будуће генерације.

Пропусти се бележе у неким од кључних сегмената нуклеарног арсенала - техничкој стручности, модерној опреми и извршном надзору са цивилне стране, као и дисциплини, моралу и одговорности са војне стране.

Пример је нуклеарни ракетни корпус ваздухопловних америчких снага који показује пад дисциплине, обуке и морала у протекле две године, а прошле недеље су отпуштени високи официри у две од три њихове базе због непримереног понашања.

Проблеми су, међутим, ширих размера, али генерално пролазе неопажено у одсуству значајније нуклеарне катастрофе у протеклим деценијама и опадању страха од нуклеарног рата, док "пукотине" још више продубљује ограничен буџет и неједнака политичка подршка.

"Овај недостатак пажње резултирао је конфузијом у јавности, неповерењем у Конгресу и озбиљним срозавањем залагања, стручности и знања у одржавању нуклеарних оружаних капацитета САД", наводи се у извештају који је у априлу објавило саветодавно конгресно веће о управљању нуклеарном безбедношћу.

Иако је данашње оружје технолошки на високом нивоу, "нема доступне и изводљиве (владине) визије, плана нити програма за будуће нуклеарне оружане капацитете", закључено је у том извештају.

Пол Брекен, професор политичких наука на Јејлу, отишао је још даље - он тврди да је реч о "свесном занемаривању" које је почело пре две деценије као одговор на крах СССР-а и комунистичке претње.

Џон Хемри, председник Центра за стратешке и међународне студије и бивши заменик министра одбране, каже да би одлуке донете после хладног рата, које су деградирале нуклеарно оружје као национални приоритет, могле да сада ставе на муке САД у светлу настојања неколико земаља да прошире или почну да граде своје нуклеарне арсенале.

"Сада се Руси враћају, Кинези шире свој арсенал, а ми смо на ивици потенцијалног 'водопада' нуклеарно наоружаних држава. Али је амерички естаблишмент озбиљно ослабљен", упозорио је Хемри.

Неки аспекти овог проблема ће избити на површину када, можда већ ове недеље, буде објављена очекивана темељна студија о "пропустима или недостацима" у нуклеарним снагама коју је министар одбране Чак Хејгел наложио у фебруару.

Хејгел је, такође, затражио хитна и дугорочна решења након што је у јануару изјавио да "нешто није у реду" са нуклеарним снагама.

The US government expects to spend $33.1B building its next-generation strategic bomber over the coming decade and a further $24.4B upgrading the Northrop Grumman B-2 and Boeing B-52, according to a 30 July Government Accountability Office report.

The figures come as the US Air Force prepares to award a development contract for the Long-Range Strike Bomber to either Northrop Grumman or a Boeing-Lockheed Martin team. An announcement is expected in late August or early September and could be worth upwards of $80B to the winner for 80 to 100 new bombers.

The 10-year spending projections are accurate as of May 2014, but represent the most comprehensive bomber figures made public so far.

By comparison, the Congressional Budget Office reported in January that strategic bomber spending would total $40B through 2024, $18B less than the government estimate.

GAO’s numbers come from its analysis of the Pentagon and National Nuclear Security Administration’s joint 2014 forecast of nuclear weapons spending, and the LRS-B total was not reported in 2013.

The report shows that the total estimated cost of sustaining and modernising the nuclear force rose 40% in 2014 compared to the 2013 projections, partly because the new sum includes LRS-B and the air force’s replacement for the Minuteman III intercontinental ballistic missile, called the Ground-Based Strategic Deterrent (GBSD).

Of the total, $163.4 billion will be spent on nuclear delivery systems like bombers, missiles and submarines. The numbers come after US deputy secretary of defense Robert Work’s statement in June that the Pentagon will need an average of $18 billion per year between 2021 and 2025 on top of what it already spends on the nuclear force just to pay for new bombers, cruise missiles, ICBMs, and submarines.

US nuclear weapons spending is expected to peak above $25 billion by 2025, according to the US Centre for Strategic and Budgetary Assessments.

This latest joint report by the government looks five years beyond what is projected in its 2015 budget books, with $21.7B in LRS-B spending between 2020 and 2024 and $11B for B-2 and B-52 modernization over the same period.

LRS-B is advertised as a conventional and strategic nuclear asset, and could eventually replace the B-1, B-2 and B-52.

The B-52 has already celebrated its 50th anniversary, but could remain in the force through 2040. Meanwhile, the 20-year-old B-2 could keep flying through 2058.

The largest drivers of cost are the SSBN(X) replacement for the Ohio-class submarine, with roughly $1.86 billion in funds, as well as the Air Force’s Long Range Strike-Bomber (LRS-B) program at $1.4 billion. The LRS-B also requests $12.2 billion over the FYDP.

In addition, the Air Force requested $113.9 million in ’17 for the Ground Based Strategic Deterrence program, which will replace the service’s Minuteman III ICBM program ($3.3 billion over the FYDP) and $95.6 million for the Long Range Stand-Off (LRSO) cruise missile ($2.2 billion over the FYDP.)

The LRSO will replace the Air-Launched Cruise Missile (ALCM) program with 1,000 to 1,100 cruise missiles that represent the Air Force’s stand-off nuclear delivery capability. Critics of the US nuclear modernization strategy have zeroed in on the LRSO as a potential cut, citing its similarity to existing US weapons.

The $12.9 billion request for NNSA is an increase of $357 million above the FY 2016 appropriation. Of that funding, $9.2 billion is slated for upgrade and maintenance of the weapons themselves.
