The PHZ89 uses the same chassis as the PLZ89 122mm self propelled gun and complement each other. The PLZ 89 122mm self-propelled multiple rocket launcher has an overall length of 7.00 metres, a width of 3.236 metres and a height of 3.29 metres,ot including the QJC88 12.7 x 108mm heavy machine gun. Including the machine gun, the height is 3.35metres. The vehicle has a ground clearance of 450mm and the front mounted diesel engine gives 380kW of power and 77.3 kpa of torque. The maximum road speed is 55 kilometres per hour with a maximum road range of 450 kilometres.
The 40 round launcher sits to the rear of the hull and contains four rows of ten rocket tubes. The launcher has an elevation of 0 to 55 degrees and has a traverse of 70 degrees to the left and 120 degrees to the right. Forward of this an armoured magazine containing a further 40 rounds. A single gunner sits in an armoured cabin to the left of launcher which mounts a cupola with the QJC88 12.7 x 108mm heavy machine gun.
There are 825 rounds carried in the vehicle for the machine gun. The maximum range for the 122mm rockets is quoted as 20 kilometres. The crew of five comprises the driver, and four gunners. There is a cabin under the rear launcher for the crew, and as the launcher does not penetrate the turret like the 122mm self-propelled gun nor contain artillery ammunition, would be quite spacious. There is a hatch at the rear of the hull for entry and egress.
