Савезничке конференције током Другог светског рата, и њихов утицај на Југославију

Током Другог светског рата, насупрот Силама Осовине које су их напале, нашле су се три велике силе - Велика Британија, Совјетски Савез и САД - познате под заједничким именом Савезници. Узевши у обзир какве су то биле државе по уређењу, ово савезништво је било врло необично. Велика Британија је била колонијално царство над којим ”Сунце није никад залазило”. Совјетски Савез је био комунистичка велесила, која је тежила да поврати територије које је имала Царска Русија, и помагала комунистичке покрете широм света. САД је била велика светска економија, која није хтела да буде увучена у још један светски рат, упркос томе што је имала глобалне економске интересе. Већ из тога се види да њихови интереси, па ни политичка убеђења, нису били исти, а и њихови ранији односи (поготово британски и совјетски) нису били пријатељски. Јасно је да је овакво савезништво било изнуђено нападима Силе Осовине, и да је трајало колико и заједничка борба са силама Осовине. Да би се пронашла заједничка стратегија у овако осетљивој ситуацији, савезничко вођство је током рата направило већи број конференција на којима је договарана заједничка стратегија.

Током рата је одржано преко 20 конференција.
Прва је одржана већ јануара 1941, а последња је завршена августа 1945.

Врло често су конференцијама присуствовали и шефови држава, иако није било безбедно ни путовање, а ни сам боравак на конференцијама. Подсетимо се да су Немци планирали атентат на ”велику тројицу” у Техерану, као и да је само путовање на конференције понекад ишло кроз зону дејства непријатељских снага, чак и преко непријатељске територије. Колики је значај конференција, говори посећеност шефова држава - Черчил је присуствовао на 14 конференција, Рузвелт на 12, а Стаљин на 5.



Од ових конференција, најбитније је било њих 10. Записници са ових конференција су декласификовани 1973. и доступни су у прегледним ПДФ-овима. То су:

Конференција Аркадија (Вашингтон, 24. децембар 1941. - 14 јануар 1942.)
Као могуће стратегије инвазије Европе 1943. спомиње се неколико могућих праваца - продор преко Медитерана, увођење Турске у рат и напад преко Балкана, искрцавање преко Скандинавије, и више могућих искрцавања у Северозападној Европи.
Осим тога, Југославија се не спомиње.

Закључак о конференцији:
Овде по први пут видимо идеју о увођењу Турске у рат, која је била актуелна следеће две године.

Конференција у Казабланци - (Казабланка, Мароко, 14-23. јануар 1943.)
Овде се Југославија спомиње само узгред.

Почев од стране 23 се разрађује Британски план увођења Турске у рат, и продора преко Бугарске и Македоније, при чему би се наоружали патриотске снаге Грчке, Албаније и Јужне Југославије (страна 30).
Citat:LAND:
28. The object of a land offensive from Thrace would be to stretch Axis forces and to support Balkan patriots. The mounting of any offensive is dependent on the Turks holding an adequate bridgehead in Europe.
29. There are two alternative lines of advance from Thrace into the Balkans: horth into Bulgaria; or West into Macedonia. NORTH INTO BULGARIA:
30. The objectives for a northward drive would be Axis communications in the Danube Basin and the oilfields of Ploesti, which are so vital to Germany that she would defend them if necessary at the expense of other areas. The line of advance would be through a hostile country, where communications, which always strongly favor the enemy, are initially so bad as probably to prevent much progress being made. This course might contain some Axis forces, but would have little effect on the Balkans generally. WEST INTO MACEDONIA:
31. The objective for a westward drive would be Salonika. Once established there, further forces could be landed and arms for patriot forces of Greece, Albania, and Southern Yugoslavia imported. It should then be possible, in conjunction with the patriots, to sever Axis communications with Southern Greece and to gain control of the whole area.
32. This should result in the abandonment of Crete by the Axis. Alternatively, it might be desirable to capture Crete at an earlier stage to assist in operations on the Greek mainland. Such an operation would be best mounted in Africa, though some air support could be given from the Dodecanese and Southwest Anatolia.
33. The capture of Salonika from Thrace will, however, be a formidable and lengthy operation if the enemy puts up much resistance. Communications are bad, but not so greatly in the German's favor as those into Bulgaria. By supplementing road communications with coastwise shipping it should be possible to maintain 2-1/2 divisions, but in winter conditions this would be very difficult. A further 2-1/2 divisions could be maintained by rail as far forward as railhead, but the line is an easy one for the enemy to disrupt and repairs might take a very long time.
34. A further adverse factor is that while the line of advance itself is badly served with airfields, it is flanked by a limited number of indifferent airfields in enemy hands within S. E. fighter range. Therefore, airfields will have to be provided in Turkish Thrace before operations can start, and others constructed as the advance progresses. This will take time.
35. It is impossible to assess the chances of success of land operations through Vacedonia without making a detailed study, and without a firmer forecast than is now possible of the Axis military position as it will then be. The prize is great but the prospects are poor.

(d) After reinforcement through Salonika, the severance of Axis communications with Southern Greece and assistance to guerrilla forces in Greece, Albania, and Southern Yugoslavia.

Иако је Турска била копном повезана са савезницима преко окупиране Персије, та рута није била повољна за снабдевање због непостојања железница. Осим тога, било је планирано помагање герилских снага на Балкану.

На страни 85 се спомиње да би планираном великом десантном операцијом у Медитерану Италија можда била избачена из рата, а да би и пре тога Немци и Италијани били принуђени да ојачају положаје, укљ. и у Југославији.

На страни 171. се објашњава слабо стање немачких савезника, и чињеница да би капитулацијом Италије Немци морали да пошаљу доста дивизија и у Италију, као и у Југославију и Грчку. Слично се спомиње и на страни 212.

Закључак о конференцији:
И почетком 1943. године је главна стратегија савезника била да се Турска увуче у рат на њиховој страни. Овде је та стратегија мало боље објашњена. Види се и да руту преко Турске није било могуће искористити за обимнију копнену инвазију Балкана.
Иако су до сад герилски покрети на Балкану врло активни, не играју велику улогу у савезничким стратегијама. Један од разлога је што са тадашњих позиција није било могуће њихово снабдевања, самим тим и појачање њихових активности.

Конференција Трајдент - (Вашингтон, 15-25. мај 1943.)

Приближавањем савезничких снага, отвара се могућност снабдевања герилских покрета, те ситуација у Југославији улази у стратегије великих сила:

Страна 67:
У случају капитулације Италије предвиђа се да ће првих неколико месеци бити потребно снабдевање цивилног становништва, те се за то предвиђа да ће бити потребан један брод са залихама месечно за Албанију и три за Југославију.

6. The areas in which we will operate will not be open for normal trading and distribution, at least for the first few months. Supplies to these countries will, therefore, have to be included in our military requirements. Citat:SIR ALAN BROOKE said that the British Chiefs of Staff doubted if bombing by air alone would cause the collapse of Italy. If Italy collapsed, Germany would be faced with the necessity of taking over the garrisoning of the Balkans from the Italians. Sone 43 Italian divisions were now employed on this task. The Germans might use fewer. If they used only 20, it would mean 20 less on the Russian Front. Further, unless Germany allowed us to occupy the whole of Italy, including her northern airports, Germany would have to send troops to resist our attacks. The Balkans were economically valuable to Germany. Troops could not be withdrawn from them altogether since Mihailovitch in Yugoslavia would rise and Greece and Albania would be inflamed. If we could knock out Italy and thus divert at least 20 divisions from the Russian Front, and if the Russians could keep up the pressure during 1943, the Germans might (zabranjeno). It was essential, therefore, that we must use every means to insure a collapse of Italy.

Досадашња помоћ герилским покретима је била мала - мање од 12 авиона је било ангажовано на достављању материјала падобранима, због чега је велики успех везивање 47 осовинских дивизија. Заузимањем Јужне Италије би се отворила могућност да се помоћ доставља бродовима у Јадранске луке, као и да командоси врше акције на обали.
За ову, 1943. годину, и у догледним плановима, се не предвиђа слање трупа на Балкан.
Citat:6. The present believed distribution of the Italian Army is set out in Annex IV. (Not included in this volume.) It will be seen that there are only 11 Italian Divisions in the mainland of Italy, about 6 in HUSKYLAND and 5 along the Riviera, and that no fewer than 28 are tied up in Yugoslavia, Albania and Greece. To these 28 must be added 8 Roumanian and 11 German Divisions, making a total of 47 held in the Balkan Peninsula by the guerrilla activities of the Serbian Michailovitch, the Croatian partisans, the general disorders in Greece and the unrest in these enslaved countries.

7. Should Italy be made to quit the war, the following practical advantages would be gained by US. The Germans would be forced to provide troops to occupy the Riviera, to maintain a new front along the Po or on the Erenner and, above all, to fill the void in the Balkans caused by the demobilization and withdrawal of Italian Divisions. Up to the present the guerrillas, etc., have only been nourished by parachute packets dropped from less than a dozen airplanes. Nevertheless, they are accomplishing the prodigious feat of immobilizing 47 enemy Divisions. The occupation of the southern parts of Italy, or even merely of the whole of the toe or heel would give us access to the Adriatic and the power to send shiploads of munitions to Adriatic ports, and also Agents and possibly small Commando bands. We should not have the troops to engage in any serious operations there, and His Majesty’s Government do not contemplate or desire the provision of any organized armed force for the Balkan theater, either this year or in any period with which we are now concerned. Nevertheless, the aiding within the limits proposed of the patriot bands in Yugoslavia, the fanenting of revolt in Greece and Albania are measures of high importance all of which, together with our main operations, will influence the action of Turkey when, (provided the necessary conditions are established) she is subjected to our demands later in the year. In this way the utmost aid in our power will be given to Russia and also to BOLERO. It is only when and if these prospects are decisively closed to us that we should consider secondary or minor alternatives for Mediterranean action.


Закључак о конференцији:
Види се да се савезници и даље надају да би уласком Турске у рат, на Балкану ситуација драматично поправила за њих. Такође, очекиваном капитулацијом Италије би се отворио други пут ка Балкану, из Јужне Италије.
Први пут се спомињу јаке герилске снаге у Југославији, и могућност да се оне помогну из ваздуха, овог пута из Јужне Италије - уз допремање помоћи поморским путем, као и акција командоса на обали. Објашњено је да Михаиловић и четници имају јаке позиције у Србији, а партизани у Хрватској.

Ситуација у окупираним земљама:
У Југославији су Немци и Италијани покренули велику операцију да елиминишу герилске акције, али се оне настављају у мањем обиму.
Уочен је сукоб између герилског покрета који признаје владу у Лондону, и покрета који је под утицајем Москве. По последњим извештајима могуће је да је ипак дошло до координације између њих (примедба: ово се није десило, иако је то била жеља савезника).
Citat:f. Yugoslavia. German and Italian forces have conducted extensive operations to eliminate guerrilla activity, but such resistance continues on a reduced scale. Although guerrilla forces which recognize the government in-exile and others which are influenced by the U.S.S.R. have clashed, latest reports indicate that same degree of coordination between them may have been established.

Стратегија на Балкану:
Видимо наставак претходних планова - заузимањем јужне Италије, било би могуће бомбардовање Плоештија и осталих циљева на Балкану и у Немачкој, као и снабдевање герилских покрета ваздухом и морем.

Наводи се да Балкан није добар правац за искрцавање.
На претходним конференцијама је објашњено да је правац преко Турске погодан само за ограничено напредовање, а сад се објашњава да преко Јадранског мора није изводљиво веће искрцавање, због терена и лоших комуникација. Зато је овај правац одбачен за искрцавање трупа, а уместо тога се планирају само специјалне операције.

It is our view that our strategy is best served if GERMANY should continue to hold the BALKANS, provided GERMANY can he forced to garrison heavily and be made to pay a high price in attrition of personnel and materiel.
Therefore, our strategy should be to supply the BALKAN guerrillas by air and sea, with the object of enabling them to compel the Germans to maintain not only present forces of 12 divisions in that region, but also to provide additional divisions to replace the 30 Italian divisions now there.

1. The Balkan guerrilla forces are estimated to number around 175,000; however, some estimates have placed this figure as high as 300,000. The former figure is based on recent intelligence reports and is considered to be reliable. These forces are divided into several political groups, operating independently, the strongest of which is General Mihailovitch’s Chetniks. However, it is doubtful that even he can command the loyalty of more than 175,000 to 200,000 men.
2. In addition to these forces, recent radio report from the Mediterranean Theater quotes a Yugoslavian representative as being desirous of establishing a training corps, on the fall of Italy, in some Italian territory, preferably Sicily, to consist of 30,000 to 40,000 Yugoslavian prisoners of war now in Italy. The State DepErtment is very emphatic in the opinion that a maximum of 6,500 Yugoslavian and 1,800 Greek prisoners of war will be liberated on the fall of Italy, and that any claims of the Yugoslav Government in Exile in excess of this figure would constitute an attempt to create a Free Yugoslav Army to lend national prestige in peace conference negotiations. The liberated prisoners of war available therefore appear to be relatively insignificant in comparison to the tangible guerrilla forces, and, moreover, the time that would be consumed in training such a force would render them valueless in the conquest of Germany.
3. In the past, supply of these forces has been effected by the British Middle East Command, in some 100 scattered sorties, dropping only the bare essentials of medical supplies, etc. Their principal needs are machine guns, light (horse) artillery and medical supplies.
4. The supply of equipment to the Balkans therefore devolves to a consideration of furnishing an equivalent of the requirements for a force commensurate with the 175,000 guerrillas.
5. Equipment to be supplied to the Balkans should be limited to supply of Balkan guerrillas by air and sea transport. The latter method must supplement the former before any substantial amount of equipment can be made available to a force aggregating 175,000 men.

Претпоставља се да укупно има око 175 хиљада људи у герилским покретима на Балкану, мада неки извештаји наводе и број од 300 хиљада. Ове снаге су сврстане у неколико политичких група, од којих је Михаиловићев покрет је оцењен као најјачи, мада се сумња да он може да мобилише више од 175 до 200 хиљада људи.

Влада у Лондону мисли да ће моћи да се мобилише 30-40 хиљада југословена, који су заробљени као припадници италијанске војске. Рузвелт изјављује да је нестрпљив да види Грчке и Југословенске дивизије, које би тренирали савезници, како се боре у својим земљама.
Citat:With reference to the Balkans, The PRESIDENT asked if plans were being prepared as to the action we should take in the event that the Germans withdrew from the Balkans to the line of the Danube.
SIR ALAN BROOKE replied that of course any such action would depend on the forces available. He did not think there would be any surplus from our main operation.
THE PRESIDENT said that he was most anxious to have the Balkans divisions which we have trained, particularly the Greeks and Yugoslavs, operate in their own countries. He thought it would be advantageous if they could follow up, maintain contact, and harass the withdrawal of the Germans if they should e!ect to withdraw to the Danube.
THE PRIME MINISTER suggested that Commando forces could also operate in support of the guerrillas on the Dalmatian coast.

Алан Брук говори о Совјетским интересима у Европи:
Citat:There would, however, SIR ALAN BROOKE considered, be Russian demands for a part of Poland, at least part of the Baltic States, and possibly concessions in the Balkans. If she obtained these territories, she would be anxious to assist us in maintaining the peace of Europe.
Ако би Совјети добили део Пољске и делове Балтичких земаља (што су заузели и пре рата), уз могуће концесије на Балкану, Совјети би заинтересовани да помогну одржање мира у Европи. (напомена: ово је знатно мање од онога што су Совјети касније остварили, те је вероватније да је ово била британска процена испод којих захтева Совјети не би ишли).


Закључак о конференцији:
Овде још једном видимо да Британци немају снаге за напад преко Балкана - чак и у случају да се Немци сами повуку.

Снабдевање герилских покрета постаје још актуелније.
Видимо да се Михаиловићев покрет сматра јачим, и да се планира снабдевање 175 хиљада герилаца. Иако није јасно речено да ли ће помоћ ићи само једном герилском покрету, уочљиво је да је овај број исти као њихова процена колико снага може да мобилише Михаиловић. Треба приметити да упркос доброј процени стања на терену, снаге које су одвојене за снабдевање ваздухом (36 авиона) нису довољне за снабдевање толиког броја војника, те да се вероватно планира да се са што мање сопствених ресурса, уз помоћ герилаца веже што више немачких јединица.

DRAFT DIRECTIVE TO COMMANDER IN CHIEF, ALLIED FORCES
IN NORTH AFRICA
It was agreed at the EUREKA Conference that our support of the Partisans in Yugoslavia, which now falls within the area in which you are responsible for Allied operations, should be intensified in order to increase their effectiveness.
You will be responsible for supporting them to the greatest practicable extent by increasing the supply of arms and equipment, clothing, medical stores, food and such other supplies as they may require. You should also support them by commando operations and by furnishing such air support as you may consider advisable in the light of the general situation.
You should examine the possibility of continuing to supply the Partisans with Italian equipment, in the use of which they are already experienced, making good deficiencies in Italian formations to such extent as may be necessary with available British or American equipment.
We consider that this mission is of such importance that it would best be controlled on a regular basis by a special commander and joint staff.

Citat:He, THE PRIME MINISTER, had agreed, but with a heavy heart, to the return of seven divisions from the Mediterranean Theater. The 50th and 51st British Divisions, which were first-class troops, had had their equipment removed in preparation for embarkation. In the meanwhile, the 3rd U.S.Division had been no less than 49 days in constant contact with the enemy, and other US.and British units had been fighting without rest for long periods.
Passing across the Adriatic to Yugoslavia, more trouble had brewed up. It was a lamentable fact that virtually no supplies had been conveyed by sea to the 222,000 followers of Tito. These stalwarts were holding as many Germans in Yugoslavia as the combined Anglo-American forces were holding in Italy south of Rome. The Germans had been thrown into some confusion after the collapse of Italy and the Patriots had gained control of large stretches of the coast. We had not, however, seized our opportunity. The Germans had recovered and were driving the Partisans out bit by bit. The main reason for this was the artificial line of responsibility which ran through the Balkans. On the one hand, the responsibility for operations here lay with the Middle East Command but they had not the forces. On the other hand, General Eisenhower had the forces but not the responsibility. Considering that the Partisans and Patriots had given us such a generous measure of assistance at almost no cost to ourselves, it was of high importance to insure that their resistance was maintained and not allowed to flag.

Citat:He, the Prime Minister, wished to make it clear that the British had no idea of advancing into the Valley of the Po. Their idea was that the campaign in Italy should have the strictly limited objective of the Pisa-Rimini line. No regular formations were to be sent to Yugoslavia. All that was needed there was a generous packet of supplies, air support and, possibly, a few Commandos. This stepping-up of our help to the Patriots would not involve us in a large additional commitment. Finally, when we had reached our objectives in Italy, the time would come to take the decision whether we should move to the left or to the right.

Citat:GENERAL EISENHOWER said that on the assumption that he would advance to the Po line, he would propose action to establish small garrisons in the islands on the eastern coast of the Adriatic from which thrusts as far north as possible could be made into Yugoslavia and the Patriots furnished with arms and equipment. If only the Rome line was reached, it would not be poSsible to thrust as far up the Adriatic as he would have liked.
GENERAL EISENHOWER then outlined the program for the build-up of his forces in Italy. He confirmed that the ground forces available to him should be sufficient to reach the Po line. His present strength was the maximum which the poor lines of communication could maintain. It must be remembered that there was no good port north of Naples until Leghorn was reached. With regard to his air force build-up, GENERAL EISENHOWER said he would like it clearly understood that all of this was not for use in POINTBLANK but much of it took an active part in assisting the land battle. This air force, based in Italy, was twice as effective as if it had remained in Tunisia. Only the initial build-up of the air force was a costly business since, once established, six groups could be maintained for the same tonnage as two divisions.
GENERAL EISENHOWER stressed the vital importance of continuing the maximum possible operations in an established theater since much time was invariably lost when the scene of action was changed, necessitating, as it did, the arduous task of building up a fresh base.
With regard to supply of equipment to the Yugoslavian guerrillas, one officer had now been placed in charge of these operations and arms captured in North Africa and Sicily were being sent in. Italian equipment captured in Italy was at present being used to equip one Italian parachute division, which was believed to be of good fighting quality, and a further division would possibly also be equipped. He believed that all possible equipment should be sent to Tito since Mikhailovitch’s forces were of relatively little value.

There was also the question of the supply of equipment. He understood from General Eisenhower that captured Italian equipment was running short. It might be better to give this equipment to the Partisans who already had weapons and ammunition of Italian make ahd would use the equipment to good advantage, and to arm Italian troops where necessary with Allied weapons.
ADMIRAL KING suggested that these points might form a part of the general directive to the Supreme Commander, Mediterranean area.
After further discussion, it was agreed that the Combined Staff Planners should, as soon as possible, produce a short directive to the Supreme Commander dealing with the question of supplies to the Partisans.

It is desired to organize a system by which arms can be supplied to them and air assistance rendered as well.
GENERAL BROOKE said that there were now some 21 German divisions deployed in Yugoslavia as far down as the Grecian border. Replying to an indication from Marshal Voroshiloff that he did not quite agree with these figures,he stated that this was his information and that he would ask the British Intelligence to check the accuracy of his figures. He said that there were also 8 Bulgarian divisions in addition to the German divisions in the Yugoslav area.

Citat:THE PRIME MINISTER then said that the second matter which must be settled was political rather than military because of the small military forces involved. He referred to the question of Yugoslavia and the Dalmatian Coast. He said that in the Balkans there were 21 German divisions plus garrison troops, of which 54,000 troops are spread about among the Aegean Islands. There were also about 21 Bulgarian divisions or a total of 42 divisions in all. (THE PRIME MINISTER later corrected these figures to indicate that there were 42 divisions in all, 12 of which were Bulgarian divisions in Bulgaria.) He said that if Turkey came into the war the Bulgarian divisions would be used to face the Turks on the Thrace front. This withdrawal of Bulgarian divisions as garrison troops in the Balkans would endanger the remaining German divisions left on that duty by operations of the guerrillas. He said that he did not suggest that the Anglo-American forces put divisions into the Balkans, but he did propose that there be a continuous flow of supplies, frequent commando raids and air support furnished as and when needed. He felt it was short-sighted to let the Germans crush Yugoslavia without giving those brave people now fighting under Tito weapons for which they might ask. He emphasized that the Balkan operations would be a great factor in stretching the Germans and thus giving relief to the Russian front. He added that the British had no interests in the Balkans that were exceptional or ambitious in nature and all they wanted to do was to nail the 21 German divisions in that area and destroy them. He suggested that the Foreign Secretaries of the U.K. and the U.S.S.R. and a representative of the United States whom the President might designate should hold discussions to see if the proposed activities in the Balkans presented any political difficulties.
As far as military matters are concerned, MARSHAL STALIN said he understood that two or three divisions would be made available to help Turkey should she come into the war or to help in the Partisan movement in Yugoslavia. There is no difference of opinion on this point. We feel it desirable to help in Yugoslavia and to give two or three divisions if it would be necessary to do so. The Soviets do not think, however, that this is an important matter. Even the event of the entry of Turkey into the war or the occupation of Rhodes is not the most important thing. If we are here in order to discuss military questions, among all the military questions for discussion we, the U.S.S.R., find OVERLORD the most important and decisive. MARSHAL STALIN said he would like to call the attention of those present to the importance of not creating diversions from the most important operation in order to carry out secondary operations. He suggested that the ad hoc committee, which was created yesterday, should be given a definite task as to what they were to discuss. He said if a committee is created in the U.S.S.R., we always give that committee a specific directive or instructions. MARSHAL STALIN suggested that the military ad hoc committee be given a specific directive. He said it was, of course, true that the U.S.S.R. needed help and that is why the representatives of the Soviet are here at this conference. He said the Soviets expect help from those who are willing to fulfill Operation OVERLORD. The question now was what shall be the directive to the ad hoc committee? What shall be the instructions that should be given to the committee under the guidance of General Brooke? First of all, this directive must be specific with regard to the fact that OVERLORD should not be postponed and must be carried out by the limiting date. Secondly, the directive to the committee should state that Operation OVERLORD must be reinforced by a landing in the South of France a month or two before undertaking the OVERLORD assault. If not possible two or three months earlier, then the landing in the South of France should be at the same time. If a landing can not be effected in the South of France at the same time as OVERLORD, possibly this operation could be mounted a little later than OVERLORD.

Citat:THE PRESIDENT continued that in the Balkans and Yugoslavia he believed all aid should be given which could be possibly sent to Tito mlthout making any particular commitment which would interfere with OVERLORD. He said he thought that we should consider the value of the 40 divisions the Germans have in the Balkans and if we can do certain operations with a minimum effort,these divisions might be placed in a position where they could no longer be of any value.
THE PRESIDENT said he felt that commando raids should be undertaken in the Balkans and that we should send all possible supplies to Tit0 in order to require Germany to keep their divisions there.
MARSHAL STALIN said that in Yugoslavia the Germans have eight divisions; they have five divisions in Greece, and three or four divisions in Bulgaria. He stated that the figures given by the Prime Minister regarding German divisions in the Balkans were wrong.

Закључак о конференцији:
За ову конференцију се може рећи да је било врло битна за даљи ток догађаја у Југославији. Одлуком савезника да се подрже Титове снаге, а да се Михаиловићеве снаге, које су до скора сматрали водећим у Југославији, не снабдевају. Одлука је донета на основу учинка герилских покрета по капитулацији Италије, што су директно рекли британски премијер Черчил,начелник британског генералштаба Брук и командант снага западних савезника у Европи Ајзенхауер - укратко врхунско руководство западних савезника у Европи.
И даље се види наставак претходне стратегије - Британци тврде да не планирају веће искрцавање на Балкан, и да им је циљ само да вежу немачке снаге.
Совјетски став о Југославији је био врло неутралан. Стаљин је на овој конференцији сматрао питање Балкана небитним, сматрајући да су тамо мање немачке снаге него што заправо јесу. У ствари, целу медитеранску стратегију је сматрао небитном, и пожуривао је да се отвори Други фронт у Северозападној Француској.

Стратегија у Југославији:
Citat:...Should, however, the war be further prolonged and the enemy endeavour to withdraw from Greece and the Balkans with the object of holding a line from Trieste through Zagreb and Belgrade to Turnu Severin and the Transylvanian Mountains, the best course would be to regroup our forces and to move northeastwards with the object of securing control of the Ljubljana Gap. Such an operation would require the maximum co-operation with Tito’s forces and the occupation of the port of Trieste. Amphibious resources in this theatre are not available to mount a seaborne attack on Trieste this year and consequently unless German resistance collapses it is unlikely that another major offensive could be mounted until the spring of 1945. Concurrently with an advance northeastwards it will be well to clear the enemy completely from northwestern Italy and this should be completed as rapidly as possible with the minimum forces required to establish control and law and order. Provided that demolitions through the Maritime Alps are not too severe it might well be possible to establish land communication with the forces in France.

111. BALKANS.
1. All information goes to show that the enemy is faced with an increasingly difficult situation throughout the Balkans and the Islands of the Aegean. This situation is likely to be further accentuated by the situation in Roumania and the probable defection of Bulgaria. Though it is estimated that a proportion of the troops are suitable from the training and equipment point of view for use elsewhere, there is little evidence at the moment that any substantial withdrawal is taking place. However, I anticipate that the Germans now faced with the necessity of finding some reserves in the Balkan area will be forced to regroup and make available four or five divisions if they are to hold either the Bulgarian frontier or the Zagreb-Belgrade line later.

2. Balkan Air Force.

Since its formation, the Balkan Air Force has been successful in maintaining pressure against the enemy forces in Yugoslavia and Albania and inflicting continuing losses upon him. On 1st September as a result of consultations with Marshal Tito a concentrated attack on enemy communications in the Balkans began with the object of further embarrassing him and preventing the regrouping of forces. This operation has the code name RATWEEK and appears suitably timed. Stimulation of Partisan activity in Greece and Albania is also in hand.

Разматра се десант у рејону Трста у сарадњи са Титовим партизанима, са циљем пресецања немачких комуникација, али средства за то неће бити доступна до априла 1945. Осим уколико немачка одбрана у Италији не доживи колапс, не планира се офанзива до пролећа 1945.
Немачка позиција на Балкану је врло угрожена, и може се додатно погоршати ситуацијом у Румунији и могућом променом стране Бугарске. Засад се не види веће повлачење немаца са Балкана. Немцима ће бити потребно да се прегрупишу и нађу 4-5 дивизија, како би затворили правац према Бугарској, и касније линију Београд-Загреб. (напомена: видимо да је Совјетско брзо напредовање на Балкану изненадило и западне савезнике).
У договору са маршалом Титом, 1. септембра су почела ваздушна бомбардовања комуникација (операција Ретвик), са циљем ометања повлачења немаца из Грчке. Сматра се да је операција започета у право време.

Citat:111. THE BALKANS.
Up to date information goes to show that the enemy is engaged in a large scale withdrawal from the Aegean Islands and from southern Greece with the object of finding mobile forces to hold the Bulgarian frontier and Yugoslavia.
At the same tie, I anticipate that the enemy will retain static garrisons at important points and airfields with the object of preventing unopposed entry into the Balkans.
It would appear however that owing to the rapid advance of the Russian Army to Turnu Severin, and according to latest reports, the success of air and Partisan attacks on his Balkan communications (mentioned as RATWEEK in part I11of MEDCOS 181) it seems to be probable that the enemy will be unable to achieve his purpose, nor will he be able to withdraw any substantial forces to assist him in his battles in Italy or in Central Europe.
I therefore consider that we can anticipate a situation in which the bulk of the German forces south of a line Trieste-Ljubljana-Zagreb and the Danube is immobilized and will so remain until their supplies are exhausted in which case they would be ready to surrender to us or will be liquidated by Partisan or Russian forces.
As long as the battle in Italy continues, I have no forces to employ in the Balkans except:
a. The small force consisting of two paratroop brigades and an improvised brigade group from Alexandria which is being held ready to occupy the Athens area and so pave the way for the commencement of relief and the establishment of law and order and the Greek Government in the first of the countries which is likely to be liberated, and,
b. The small land forces Adriatic which are being actively used primarily for commando type operations.

Further, to intensify the enemy's difficulties in the Aegean, a force of four carriers with cruisers and destroyers is now on its way under the command of Admiral Troubridge to the Aegean to carry out attacks on all enemy seaborne movement.

2. You should plan to seize immediate control of countries in the Mediterranean Theatre of Operations as follows:

(a) Austria with four divisions and small tactical air force. Instructions have already been issued in FAN 410 and FAN 411.
(b) Greece with approximately a division of British troops and small air forces. Instructions have already been issued in FAN 409.
(c) The Dodecanese with approximately 2,400 men.
(d) Venezia Giuilia with approximately one division.
3. It is not intended that you should station forces in Yugoslavia or Albania beyond guards which may be required in connection with distribution of supplies. No immediate action by you will be required in Hungary or Roumania.
4. It is not the present intention to send any British troops to Bulgaria.
5. It is intended in due course to offer British naval assistance in the administration of the Danube and in particular in the clearance of mines. On no account however will any British naval forces enter the Danube except after prior agreement with the Russians.

Citat:THE PRIME MINISTER emphasized that if the Germans were run out of Italy we should have to look for fresh fields and pastures new. It would never do for our armies to remain idle. He had always been attracted by a righthanded movement, with the purpose of giving Germany a stab in the armpit. Our objective should be Vienna. If German resistance collapsed, we should, of course, be able to reach Vienna more quickly and more easily. If not, to assist this movement, he had given considerable thought to an operation for the capture of Istria, which would include the occupation of Trieste and Fiume. He had been relieved to learn that the United States Chiefs of Staff were willing to leave in the Mediterranean certain LST’s now engaged in DRAGOON, to provide an amphibious lift for the Adriatic operation, if this was found desirable and necessary. An added reason for this right-handed movement was the rapid encroachment of the Russians into the Balkans and the consequent dangerous spread of Russian influence in this area. He preferred to get into Vienna before the Russians did as he did not know what Russia’s policy would be after she took it.

Citat:c. Italy. Allied penetration of the “Gothic Line” did not result in the expulsion of the Germans from the Po Valley. Adroit exploitation of water barriers has enabled them to maintain a front from Lake Comacchio to the Apennines east of Bologna. The Germans are prepared to retire by stages to the Alps if the occasion requires it, but will hold Bologna as long as profitable in order to retain the military, economic, and political advantages of the occupation of northern Italy, to keep their communications through Istria to the Balkans, to continue to contain Allied forces, and to divert Allied shipping and supplies from other vital areas. Their present strong position would permit them, unless vigorously pressed, to release on short notice some three veteran divisions for use elsewhere. Should they retire, comparatively unmolested, to the line of the Adige, they could increase this number to a total of ten to eleven divisions; should they retire to the line of the Alps, the total could be increased to fourteen to sixteen divisions, if the Germans retire in Hungary and Yugoslavia to the Austrian Alps and Bratislava Gap.

d. Southeastern Front (Yugoslavia, Hungary, western Slovakia). The Germans, with some Hungarian support and with considerable reinforcement from the Eastern Front, have offered stubborn resistance to the Soviet advance across Hungary, but have been gradually driven westward. Despite strong efforts, they have been unable to relieve a large force surrounded in Budapest and now almost destroyed. Control of Budapest will materially strengthen Soviet communications. The Germans may attempt to stabilize for the winter on the general line Lake Balaton-Bakony Hills-Hron River. Should the Germans withdraw to the Bratislava Gap, however, they should be able to make a strong stand in prepared positions covering Vienna, with their flanks on the Slovakian mountains and the Austrian Alps. In these circumstances they should be able to transfer some divisions northward.
German forces from the southern Balkans are retreating generally northwestward through Yugoslavia under slight pressure, but subject to considerable Partisan interruption and harassment. Sarajevo will be held as long as necessary as an escape corridor, Vukovar as long as possible in order to block Soviet use of the Danube. An eventual retreat to the general line Fiume-Zagreb-Lake Balaton, or to the Alps, seems probable.

e. Eastern Front (Exclusive of the Southeastern Front). This front was relatively quiet until mid-January. The strength of the German defense based on the fortifications of East Prussia, the Narew, and the Vistula, their own logistical difficulties and to some extent the weather caused the Soviets to transfer their main effort to the Balkans, where they were able to effect easier conquests in an area of great strategic and political importance to Germany. This drive into Hungary caused some diversion of German strength from Poland, thus facilitating a resumption of the offensive there. Nevertheless the Germans, appreciating the decisive character and vulnerability of the Eastern Front north of the Carpathians, kept on that front some 40 percent of their total number of divisions, including a third of their panzer-type divisions and half of their field divisions. Even so, Soviet strength in the Polish and East Prussian sectors is preponderant in a ratio of approximately three to one.

It should be close enough to advancing troops to permit the attack of all vital strategic airobjectives and tactical targets, air attacks on which will materially assist in the advance of ground troops or are necessary to the success of a strategic bomber offensive in carrying the war to the enemy. It should not be construed as a boundary for restricting movement of friendly aircraft.”
b. Establishment of effective liaison parties with the Russian forces in the field. Any bombline is subject to frequent and rapid changes in accordance with the moving military situation of the ground forces concerned. Such timely changes, in the opinion of the Combined Chiefs of Staff, can be effectively disseminated only by the establishment of direct liaison between the Russian forces in the field and the US.-British forces concerned.
c. Acceptance of the right of the Allied air forces to fly over areas occupied by the Soviet ground forces in order to reach target objectives in front of any established bombline. (This would be necessary if the current Russian drive in western Hungary should continue westward.)

Citat:GENERAL KUTER pointed out that there was one further important change in the Russian proposals. The Soviet Staff had now proposed that a rigid line should exist which would be moved from time to time by the Soviet Staff whereas in the original agreement the bombline was to move forward automatically at a given distance from the Russian front line. An example of the difficulties which would arise under Marshal Khudyakov’s proposals had recently occurred. Marshal Tito had asked that the town of Brod be bombed on a certain day and a request for permission to do so had been made by General Deane in Moscow. General Deane had written letters to the Staff on this subject four consecutive days without receiving any reply and in fact no answer had yet been received. In his view the present Russian proposal was an entirely unworkable procedure
Овде се наводе проблеми у комуникацији у зони бомбардовања. Западни савезници су на Титов захтев требали да бомбардују Брод. Амерички официр у Москви је четири дана заредом тражио да се то одобри, али још није добио одговор. У пракси је видљиво да процедура коју су Совјети предложили не функционише.

Citat:Referring to paragraph 8 of the proposed directive, dealing with support to the Yugoslav Army of National Liberation, THE PRIME MINISTER saidthat he presumed that the phrase “the territory of Yugoslavia” should be interpreted to mean the existing or lawful territory of Yugoslavia. There were certain territories which were claimed by both Yugoslavia and Italy and he was unwilling to give any suggestion of support to the claims of either side. For example, Trieste ought to be a valuable outlet to Southern Europe and the question of sovereignty in that area should be entirely reserved.
THE PRESIDENT agreed and said that he was unwilling to see either the Yugoslavs or the Italians in complete control.
SIR ALAN BROOKE pointed out that the phrase as used in the report applied to the present territory of Yugoslavia.

Черчил је у дијалогу поменуо да постоји спор Југославије и Италије, која жели да припоји Истру и Трст. У даљем тексту, појам Југославија се односи на старе границе. Рузвелт је изјавио да не жели да Италијани или Југословени имају потпуну контролу над спорним делом територије.


Закључак о конференцији:
На овој конференцији није било битнијих одлука о Југославији.
Наставља се ранија стратегија, и решавају питања контакта између савезника..
Назире се почетак кризе око Трста, јер Југославија жели да припоји Истру и Трст. Западни савезници желе да имају контролу над овим спором.

Конференција Терминал (Потсдам, 17. јули - 2. август 1945.)

На овој, финалној конференцији скоро и да није било говора о Југославији. Има само једно помињање:

Говори се о проблемима коришћења Дунава, при чему је доста заробљеног немачког бродовља у ствари раније било заплењено од Југославије, Чехословачке и СССР. Предложено је да се ови бродови користе за општу корист, док се не реши њихово стање.

Закључак о савезничким конференцијама и њиховом утицају на развој догађаја у Југославији:

Из свега наведеног можемо да видимо да је простор Балкана у савезничким плановима играо споредну улогу. Преко Балкана је неповољан правац за масовније искрцавање па чак и за гоњење снага које се повлаче, те је зато од самог почетка план био да се осовинске снаге само вежу у што већој мери - прво покушајем укључења Турске у рат, а потом снабдевањем врло јаких герилских покрета, као и пружањем ваздушне помоћи и командоским нападима.

Совјетска стратегија је била изненађујуће пасивна - скоро да су игнорисали питање Балкана, и били су за што брже отварање другог фронта. Врло могуће јер је и њима било јасно да Англоамериканци неће извршити веће искрцавање на Балкану, те да је њима лакше да га заузму са северне стране која је имала боље комуникације - иако су се целих годину после западних савезника спојили са локалним снагама.

Код нас се већ неко време понавља став да је помоћ партизанима у Југославији условио Стаљин. На пример, цитат са популарне википедије наводи ”Техеранска конференција је била прва конференција три силе у Другом светском рату, тако да је прва ствар коју су САД и Велика Британија урадиле је било да се побрину да добију пуну сарадњу и помоћ Совјетског Савеза за све ратне политике. Стаљин се сложио, али уз цену: Черчил и Стаљин ће подржати његову власт и партизане у Југославији и такође ће омогућити да манипилуше границом између Пољске и Совјетског Савеза.” Осим што Техеран није био прва конференција ”три силе”, видели смо смо да се не види никакав захтев Стаљина за помоћ партизанима у Југославији током било које конференције.

Британска обавештајна служба је имала пуно извора о стању на Балкану - извештаје својих мисија на терену, и код НОВЈ и код ЈВуО, а посебно у дешифрованим порукама свих зараћених стране, те је могла да склопи врло прецизну слику о компликованој ситуацији на терену. То је показало крајем 1943. да су партизани били ефикаснији у борби - али и да су четници, после сарадње са Италијанима, почели да сарађују са Немцима у борби против партизана. Пошто је дуго држано у тајности да су Британци читали немачке депеше, информација о четничкој сарадњи са Немцима није била изнета на конференцији, иако је Черчил био о томе претходно обавештен.

Одлука која је била врло битна за развој догађаја у Југославији је донета на конференцији у Техерану, кад је договорено да се подржи Титов партизански покрет. Из изјава Черчила, Брука и Ајзенхауера, се недвосмислено види да су ту одлуку донели јер су после капитулације Италије партизани били далеко ефикаснији у борби против Немаца. Тиме се види да партизани нису добили на поклон победу у НОБ-у, већ су је извојевали у борбама током 1943. ЈВуО и Михаиловић, иако су по англоамеричким проценама били јачи половином 1943, се нису довољно добро снашли после капитулације Италије, и пропустили су прилику да добију велику савезничку помоћ.

Свака част на теми ватра...једноставно као што си написао, у датом тренутку партизани су се показали одлучнији у борби против немаца и то је донело превагу ком ће се покрету даље помагати.

Иако је прилично велик посао, на крају сам га брзо написао (неколико дана по пар сати). Додуше пре тога сам се већ упутио у материју. Захваљујем колегама са форума на сугестијама.
Једва чекам да урадим још пар оваквих тема, али ми материјал за њих није још стигао.

Још једна битна напомена:
Ово истраживање сам обавио од куће. Документи су јавни и доступни свима на интернету - те је могуће прегледати их без одласка у саме архиве, или тражење материјала од њих. Дигитализација историјског материјала је омогућила обичним људима које занима историја не само приступ какав раније нису имали, него и могућности брзе претраге материјала о којима су и професионалци могли да сањају до пре коју деценију. Тако је овакав рад сада лакше не само написати, него и критиковати и проверити - јер су свима доступни комплетни документи на увид.
На овом форуму имамо још овако насталих тема, које су врло квалитетне, и мени је као уреднику врло драго да сам имао прилике да учествујем у оваквом процесу.

Министар спољних послова се сложио са мном и тако сам написао писмо Титу који ми је био послао честитке поводом мог оздрављења:
АФРИКА: 8. јануар 1944.
Много Вам хвала на љубазном телеграму који сте ми у вези са мојим оздрављењем послали у своје име и у име патриотске и партизанске армије Југославије. Од мајора Дикина, једног од мојих пријатеља, сазнао сам све о Вашим јуначким подвизима. Најискреније желим да Вам пружим сваку помоћ која се налази у људској моћи путем прекоморских пошиљака, ваздушне подршке и помоћи коју ће Вам указати командоси у борбама на острвима. Бригадни генерал Маклин је такође један од мојих пријатеља и колега у Парламенту. Поред њега у Вашем ће штабу ускоро служити и мој син, мајор Рандолф Черчил, који је и сам члан Парламента.
Пред нама стоји један врхунски циљ а то је да од прљаве нацистичко-фашистичке љаге очиетимо европско тле. Можете бити сигурни да ми Британци ни најмање не желимо да одређујемо будућу владу Југославије. Истовремено се надамо да ћемо у највећој могућој мери сви удружити своје снаге да бисмо заједничког непријатеља довели до нораза, после којег ће народ својом вољом одлучити о облику своје владе.
Решио сам да британска влада прекине са пружањем сваке даље подршке Михаиловићу и да искључиво помаже Вас; стога ћемо бити срећни ако краљевска југословенска влада уклони Михаиловића из својих савета. Међутим, краљ Петар II се још као дечак отргнуо из издајничких шака свога регента принца Павла и као представник Југославије и млади краљевић у невољи потражио уточиште код нас. Не би било ни витешки ни часно за Велику Британију када би га сада одгурнула. Ми исто тако не можемо тражити од њега да прекине све постојеће везе са својом земљом. Стога се надам да ћете нас разумети што ћемо и даље остати у званичним односима са њим, док ћемо истовремено Вама пружати сваку могућу војну подршку. Исто тако се надам да ће се можда обостране распре привести крају, јер оне само иду на руку Немцима.
Можете бити сигурни да ћу о свему подробно обавештавати овоје пријатеље маршала Стаљина и председника Рузвелта; исто тако се од свег срца надам да ће војна мисија коју совјетска влада упућује у Ваш штаб у сличном складу сарађивати са англо-америчком мисијом на чијем се челу налази бригадни генерал Маклин. Будите доори да са мном водите преписку преко генерала Маклина и назначите ове чиме сматрате да Вам могу помоћи, јер сам чврсто решен да учиним најбоље што могу.

Ваша екселенцијо,
Ваша порука коју је донео бригадни генерал Маклин драгоцени је доказ да наш народ у својој надљудској борби за слободу и независност има уза се правог пријатеља и савезника који дубоко схвата наше потребе и наше тежње. За мене лично Ваша порука је част, јер изражава Ваше високо признање наше борбе и напора наше Народноослободилачке војске. Из свет срца Вам захваљујем на фотографијама са Техеранске конференције са посветом. Ваша екселенција може бити сигурна да ћемо се трудити да очувамо Ваше пријатељство стечено у овом веома тешком часу историје нашег народа, пријатељство које нам је изузетно драго. Нашој опустошеној земљи и народу исцрпеном од патњи потребна је и биће им и убудуће потребна помоћ наших великих савезника не само за време рата, већ исто тако и у периоду мира да бисмо могли исцелити дубоке ране које нам је нанео гнусни фашистички освајач. Наша је жеља да као савезник до крајњих граница извршимо своју дужност у заједничком војном напору упереном против заједничког непријатеља. Помоћ коју нам пружају наши савезници врло много доприноси да се стање на бојишту учини сношљивијим. Исто тако се надамо да ћемо са Вашом помоћи добити тешко наоружање (тенкове и авионе), које нам је у овој етапи рата и због постојеће снаге наше Народноослободилачке војске неопходно.
2. Потпуно схватам Ваше обавезе према краљу Петру II и његовој влади и настојаћу, уколико то интереси наших народа дозволе, да избегнем непотребне политичке свађе и због тога не доведем наше савезнике у незгодну ситуацију. Међутим, уверавам Вас, Ваша екселенцијо, да унутрашња политичка ситуација створена у овој жилавој борби за ослобођење није само средство које користе појединци или извесне политичке групације, већ је и израз жарке жеље свих родољуба, свих оних који се боре и који су се одавно везали за ову борбу, а то је огромна већина народа Југославије. Због тога је народ поставио [себи] тешке задатке које смо ми дужни да извршимо.
3. У овом тренутку су ови наши напори усмерени у једном правцу, а то је 1) окупити све родољубиве и честите појединце, како би наша борба против освајача била што успешнија; 2) изградити међу народима Југославије братство и јединство које није постојало пре рата и због чијег је одсуства наша земља доведена до катастрофе; 3) обезбедити услове за устројство једне државе у којој ће се сви народи Југосласије осећати срећним, а то је у правом смислу демократска, федеративна Југославија. Уверен сам да нас Ви схватате, и да ће наведена стремљења нашег. народа уживати Вашу драгоцену подршку.

Када сам био у стању да све то објасним Парламенту 22. фебруара 1944. године, ево шта сам рекао:
»Веома вешто вођени, организовани на принципу гериле, партизани су у исти мах неухватљиви и смртно опасни. Они се налазе час ту, час тамо, они су свуда и на сваком месту. Немци су против њих организовали офанзиве великих размера, па ипак су партизани сваки пут, чак и када су бивали опкољени, измицали наносећи много мука и жртава непријатељу. Партизански покрет је убрзо бројно претекао снаге генергла Михаиловића. Не само Хрвати и Слованци, већ се и велики број Срба придружио маршалу Титу, тако да он у овом тренутку има преко четврт милиона људи за собом и велике количине оружја заплењеног од непријатеља или Италијана; ови људи су организовани у знатан број дивизија и корпуса.
»Читав покрет је добио свој печат и облик, а да није изгубио особину гериле, без које свакако не би могао успети. Око ових херојских снага и у оквиру њих развио се један национални и обједињавајући покрет. Комунисти имају ту част да су његови покретачи; али како је овај покрет добијао у снази и броју, тако се обављао један процес модификације и обједињавања на који су се надовезала национална схватања. У маршалу Титу партизани су нашли истакнутог вођу који се прославио у борби за слободу. На несрећу, можда неизбежно, ове нове снаге су дошле у сукоб са снагама под генералом Михаиловићем. Активност Титових снага реметила је нагодбе Михаиловићевих команданата са непријатељем. Он је покушао да их савлада и тако су се одиграле многе трагичне битке и избиле горке распре међу људима исте расе и земље, а једини виновник ових недаћа јесте наш заједнички непријатељ.
»Већ дуго времена са посебним интересовањем пратим покрет маршала Тита и покушавао сам и покушавам да му свим расположивим средетвима дотурим помоћ. Један мој млади пријатељ, професор Оксфордског универзитета, мајор Дикин, сада потпуковник Дикин, носилац Ордена за изузетне заслуге, спустио се у Југославију падобраном има већ скоро годину дана, где је у штабу маршала Тита провео осам месеци.
