Airbus Helicopters intensifies compensation fight with Poland

Citat:Airbus Helicopters has stepped up its claims for compensation from the Polish government over the collapse in 2016 of negotiations related to the acquisition of 50 H225M Caracals for all three branches of its armed forces.

According to the Dziennik Gazeta Prawna newspaper, the French manufacturer has written to multiple government departments in Warsaw, and also the Polish prime minister, calling for international arbitration in the dispute.

Airbus drops arbitration with Poland
Citat:Airbus has dropped its request for arbitration with Poland over the failed sale of 70 H225M helicopters after a recent precedent over bilateral investment treaties created concerns over jurisdiction.
Poland’s General Prosecutor’s Office said that a letter had been lodged by Airbus Helicopters and Airbus on 15 May to withdraw the request for arbitration that had been initiated by Airbus in late December.

Poland Again Scraps Tender for Combat SAR Helicopters
Citat:In what has become a recurring ritual for Polish helicopter acquisition programs since April 2015 when its previous government down-selected the Airbus Helicopters H225M Caracal to meet a medium-lift utility requirement, Poland has scrapped a tender in order to push it back on the modernization priorities list.

The latest project involved the procurement of eight combat search and rescue (CSAR) helicopters. The tender had attracted three bidders, including a consortium of Airbus Helicopters and Heli Invest, PZL Meilec/Sikorsky, and Leondardo's Polish arm, PZL Swidnik.

The Defense Ministry's procurement arm, the Armament Inspectorate, informed these bidders on June 11 that the invitation to submit final offers was being withdrawn.

Airbus pulls out of Polish helo tender due to offset requirements
Citat:Airbus Helicopters has decided to pull out of the Polish Defence Ministry’s tender to acquire new copters for the country’s Navy.
The "offset requirements defined by the Polish MoD made it impossible for Airbus Helicopters to submit a competitive offer," the company said in a statement sent to the state-owned news agency PAP.
“Airbus Helicopters continues to be interested in supporting the process of the modernization of the Polish Armed Forces in the field of helicopter fleet replacement,” the vendor said with respect to Poland’s other helo procurement plans.
Earlier this year, Airbus Helicopters and Leonardo placed their offers in the ministry’s tender to purchase four helicopters. Leonardo, which is now the only active participant of the tender, owns Polish aircraft plant PZL Swidnik which makes the AW101 copter, among others.
The new helos, enabled with anti-submarine warfare (ASW) and search-and-rescue (SAR) capabilities, are designed to replace the Polish Navy’s Kaman SH-2G Super Seasprite copters, according to First Deputy Defence Minister Wojciech Skurkiewicz. Local observers have also said the new helos could replace the Navy’s Soviet-designed Mil Mi-14 copters.

Poland Begins Search for 32 Light Support Helicopters
Citat:The Armament Inspectorate of the Polish Ministry of Defence has just announced the launch of technical dialogue concerning the acquisition of 32 support helicopters, codename Perkoz. The aircraft are to be used for combat support, transport of troops and equipment, and in both ELINT and C2 roles. Tender submissions would be accepted by the end of May 2020.

According to the information released by the Armament Inspectorate, the Perkoz helicopters are to be procured in 3 variants:
-- Combat support/advanced training variant;
-- Command variant;
-- Reconnaissance and EW variant.
Citat:According to the requirements outlined, the Perkoz program is aimed at replacing the Mi-2 helicopters stationed at the 41st Training Aviation Base. These rotary-wing assets are used to train helicopter pilots at the Air Force Academy in Dęblin. They are also used for advanced training and other missions at the operational units.
