Belgium Seeks More Information For F-16 Replacement Project

Citat:The Belgian government has started a survey process to pave the way for a program to replace the country’s F-16 fighter fleet.

The Air Combat Capability Successor Program Preparation Survey document, published on Jan. 8, follows on from a survey last June sent to the government agencies requesting information from the five perceived successors: Lockheed Martin’s F-35, the Boeing F/A-18 Super Hornet, the Eurofighter Typhoon, Dassault’s Rafale and the Saab Gripen.

Belgium Forced to Buy F-35 If Nuclear Strike Mission Maintained
Arrow http://www.defense-aerospace.com/articles-view/rel.....ssion.html
Citat:(EDITOR’S NOTE: Some observers say the Belgian defense staff is using the nuclear argument to push its preferred fighter, the F-35, without appearing to meddle in the selection process.
Others say that the nuclear issue is a red herring, and that the decision rests on whether the Belgian government wants to align its air force with the Netherlands (F-35) or with France, in which case it would go with Rafale.
In both cases, aircraft performance and price are likely to have very little influence on the final decision.)

Citat:The Belgian Defense Ministry is also thinking to purchase kits to equip the A400M transport aircraft. The total bill would reach 1 billion euros ($1.78 bn). If Belgium chooses the A400M option, this could eliminate Lockheed Martin's F-35A from the tender for Belgian F-16s fleet replacement, because the Joint Strike Fighter F35A variant can only be refuelled with an Aerial Refuelling Boom System. Belgium ordered 7 Airbus A400M airlifter, with first deliveries expected for 2018.

BELGIUM REVEALS DETAILED F-16 REPLACEMENT PLANS

Citat:On 23 December 2015 the four coalition parties of the Belgian government reached an agreement regarding a 9.2 billion euro investment in new defence equipment. The sum will be used to buy a desired amount of 34 fighter jets to replace the F-16 Fighting Falcon, two frigates, six minehunters and six drones. No material has yet been selected for any of these projects.

Candidates to replace the F-16 officially still comprise the Dassault Rafale, Eurofighter Typhoon, F/A-18E/F Super Hornet, F-35 Lightning II and JAS-39 Gripen. As far as is known, Boeing was the first and only manufacturer so far to have presented its fighter jet in Belgium. Although a couple of F-16 pilots were offered a flight in an F/A-18F stopping over at Florennes after it visited an airshow in Denmark, the ministry of defence denied that this would concern an official evaluation.

The F-35 Lightning II is the most likely candidate to replace the F-16, considering that Belgium wants to keep strategically important American B61 nuclear bombs on its territory. These have been stored at Kleine Brogel airbase for many decades and will be upgraded by the year 2020. Although they are maintained by American personnel, Belgium -like a number of other European countries- maintains the capability to operate these bombs.
Belgium only recently began the process of looking for an F-16 replacement that should be ordered by 2018 and delivered from 2023. By this time the F-16s will have reached their maximum service life of 45 years and 8000 flight hours. The new fighter jets should be delivered between 2023 and 2029. Basic Operational Capability (performing Quick Reaction Alert), is expected for 2025 with Initial Operational Capability (an expeditionary capability) in 2027, followed by Full Operational Capability in 2029.

Belgian F-16 replacement process to start by mid-year

Citat:A request for proposals (RFP) to launch off Belgium’s search to replace its 59-strong Lockheed Martin F-16A/B fleet is expected “this summer”, with the schedule to allow for a new fighter to be in service by 2025, a source close to the programme has revealed.

Two years ago, Brussels issued a study request to help shape what it would require from a fighter replacement, and defence minister Steven Vandeput announced in late December that through a strategic plan currently being approved, 34 new fighters would be acquired.

According to the programme source, the project will be valued at €3.6 billion ($4 billion) but it is not clear whether the amount includes maintenance and support costs.

An RFP will have to be released by mid-2016 for Belgium to meet its target dates. For deliveries to begin by 2023, a contract will have to be awarded by 2018 to allow for production and testing. A general election in 2019 in Belgium will add to the need to stick to deadlines and award the contract before a potential change of government.

It is expected to be a five-aircraft competition, with the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon, Lockheed F-35 and Saab Gripen bidding.
