MarKhan ::Логично је да овај стари са смешним резервоаром дају Жандармерији да дрндају а да неки нови побољшани спреме за сајам.

Vec sam pomenuo da je Zandarmerija stvorena za Lazara2
Nemaju TOC pa odmah mogu da ga trebuju i testiraju.

Ovaj Prototip BR.1 sa koga je skinuta kupola sa topom 30mm i unutrasnje zastitne ploce i ugradili RCWS 12,7mm [bar caure vise nece lomiti retrovizore] bi valjalo da ostane u Zandarmeriji na testiranju a ne samo slikanju za dan policije.Sad sve je moguce.

Kupola ce biti verovatno ugradjena na Prototip BR.2
Logicno bi bilo da na njemu isprave nedostatke koji su uoceni.
Pa da taj Prototip BR.2 prodje TOC i bude na sajmu.
On ce verovatno biti osnova po kojoj ce se raditi Nulta serija.

Ali opet drzava mora da da par miliona za testove i nultu seriju.

Voleo bih da se vase pretpostavke ostvare. Mozda i sa novom kupolom koju je SDPR u vidu crteza predstavljao na sajmovima po inostranstvu Very Happy

aramis s ::Upaljač višenamenski se razvija za veće kalibre, što ne znači da ne može i za manje ako se za to pokaže interesovanje. Za sada ima dovoljno municije za L70 sa blizinskim upaljačem.
Top 40mm bi mogao da se razvije iz postojećeg 30mm logikom ATK, tj dodati cev od 40mm a u postojeću čauru 30x210mm ugurati granatu 40mm poput američkog Super 40. Već smo na forumu to negde pominjali.

Mada kako sedište komandira deluje solidno pohabano ipak mi se čini kao da je majstor Hranislav obavio pošteno čerupanje.


Zadnje informacije su bile da je tender zaglavio kod vrhovnog suda Pakistana. Da li je sud doneo odluku ili ne... Ja mogu jedino da spekulisem. Pakistanci su narucili 3 komada Lazara, i sada prvo pitanje je da li su oni izradjeni ili ne. Ako su izradjeni, da li ce zaista otici u Pakistan ili ostati u Srbiji? I naravno pitanje je da li je Zandarmerija dobila Lazara(e) za stalno, ili samo da ih testira?

Za VS je verovatno bolje da Lazar 2 ima top od 30 mm. Zandarmeriji je verovatno dovoljan i mitraljez 12,7 mm; a mozda ne bi bilo lose da imaju nekoliko takvih komada za talacke krize i sl. Slicno se moze reci i za SAJ.

ISLAMABAD: Atmosphere during a hearing at the Supreme Court, in a case about the controversial purchase of armoured personnel carriers (APCs) worth Rs1.23 billion for Sindh police from a foreign vendor, became tense on Wednesday when it witnessed bitter disagreement between a counsel and the bench.

The acrimony led the bench to dictate an order stating that the counsel, Irfan Qadir, began shouting in the court when he was reprimanded and said he would not appear before the court. The bench then asked him to leave.

The order was dictated by a three-judge bench comprising Justice Jawwad S. Khawaja, Justice Ijaz Ahmed Chaudhry and Justice Maqbool Baqir, which had expressed surprise that former attorney general Qadir was representing the Sindh police in the case even though former law minister Farooq Naek had appeared in earlier hearings on behalf of the provincial chief secretary.

The court had taken up a petition filed by one Mehmood Akhtar Naqvi challenging the Sindh government’s decision to purchase 20 APCs — including three 8x8 Lazar BTR-SR 8808 and 4x4 BOV M11 multi-role armoured vehicles — to fight terrorism in Karachi. The petitioner had alleged that the deal had been made in violation of rules by the Sindh police department which had signed a contract with a foreign vendor instead of buying the vehicles from the Heavy Industries Taxila.

The court observed that it would like to know under which rule the department was authorised to sign the contract for purchasing APCs from a Serbian company.

Mr Qadir replied that the court should frame a questionnaire instead of asking questions at random and that the questions should be put to the petitioner. He said he was a senior counsel and was not pleading his personal case but that of a client, which was the Sindh police.

Taking exception to the manner in which the counsel replied, Justice Chaudhry reprimanded him by asking why his licence to practice in the Supreme Court should not be suspended because in the past as well he had been seen as failing to observe the court decorum.

Mr Qadir objected to the observation, saying if the bench did not want to hear him he would also not like to go for his arguments. The court retorted by saying that it would also not like to hear him.

The bench recalled that a notice of contempt of court had been issued to the counsel in another case. Mr Qadir replied that he had already submitted a reply.

Later, when the counsel appeared before the court in another case, the bench said it would not hear him and recalled that a case of contempt of court was pending against him.

The counsel said the case mentioned by the court was based on a suo motu action over the rumours of the former chief justice’s son Dr Arsalan Iftikhar’s shady business dealings with property tycoon Malik Riaz.

The counsel again said that he had submitted a reply to the court “but it did not see the light of the day”.

The court observed that the case would indeed “see the light of the day” and ordered its office to fix its date sometime in next week.

Meanwhile, Deputy Attorney General Khawaja Ahmed Hassan, who appeared on a court notice to represent the federal government, argued that an agreement was signed between the representative of M/s Yugo Import Serbia and the IG of Sindh. The Sindh police department, according to him, was not a legal entity in the eyes of the law. Under the Sindh Rules of Business 1986 such contracts should be signed by the governor under the instructions of the provincial law department, he said.

Justice Chaudhry asked the law officer to help the court in determining whether the violation of rules committed by the signing of the contract could be rectified, particularly when the deal had been approved by the chief minister and the finance department of Sindh.

But the DAG argued that the deal had not been made in accordance with the rules of business and the Constitution.

Justice Khawaja observed that the court “could not give a certificate to the provincial government” by allowing it to rectify the “illegalities” in the contract.

The court asked the officials concerned to submit summaries of the approval granted by the chief minister and the interior ministry of the province.

Earlier on Wednesday, the deputy attorney general (DAG) raised doubts over the legality of agreement.

DAG Khawaja Ahmad Hussain told SC, that inspector general (IG) police cannot sign such an agreement because the IG office is not an independent entity.

Previously, Sindh police had entered into an agreement with Yugoimport SDPR, Serbian state-run company, for the purchase of 20 Lazar II armoured fighting vehicles of B-7 category that will cost Rs1.23 billion.

Farooq Naek, counsel for Sindh government, however, stated that payment has not been made yet. He contended that the agreement was done with the approval of the chief minister while the finance department had allocated the amount.

The SC on March 4 sought legal assistance from Attorney General for Pakistan over the purchase of APC by Sindh police from Serbia instead of the HMC, Taxila.

The bench is taking up application filed by Mehmood Akhtar Naqvi regarding purchase of APC vehicles by Sindh police at a colossal amount.

The DAG further stated that though the agreement was signed with the approval of chief minister Sindh, its status is not legal because under section 24(4) Sindh Rules 1996, governor signs such type of agreements after taking legal opinion from the law ministry.

Upon this, the bench pointed out that nothing is mentioned about the Sindh governor in this agreement. It also made clear that if the agreement is illegal then it has no legal status.

The court also observed that no advertisement was given regarding the purchase of APC by the Sindh police, adding that rules are very clear that the police cannot enter into agreement regarding the purchase of APCs worth Rs1.23 billion because it (police) works under the interior ministry.

Earlier, unpleasant scene was witnessed before the court’s proceedings, when harsh words were exchanged between Irfan Qadir, counsel for Sindh police, and the bench members.


Vrhovni sud je odlucio da je dogovor o kupovini OT nelegalan, jer policija nema legano pravo da odluci o takvoj kupovini.

Heh, čak i posle skoro 70 godina nepogrešivo se vidi da su bili ranije dugo u istom "paketu" sa Indijom Mr. Green
No ovo sa Žandarmerijom može biti solomonsko rešenje u stilu: "Da li ga imate u upotrebi?", "Eto malo u Žandarmeriji, ali ako ga Vi kupite, koliko sutra eto ga i u Vojsci".
Šalu na stranu za Lazara je dug put do VS. Neko je ranije opleo po VTI -u. On nikada nije bio projektni zadatak za VTI nego znamo kako je nastao. VS kakva je takva je ali ima svoje TTZ i pravilnike koje ne sme da preskoči. Evo sa sajta MO zbirka propisa:

Uvođenje Lazara u VS bi svakako bio dobar potez. Ista je priča i sa Norom. Jednim potezom bismo ojačali sopstvenu armiju, a u isto vreme značajno unapredili pomenute proizvode angažovanjem VTI i TOC u dovođenju istih na nivo savremenih, pouzdanih i kvalitetnih sistema. (Preskakanje VTI i TOC, zarad nekih marketinških poena SDPR-u bio bi naravno potpuni promašaj i ja se jedino bojim da na kraju ne ispadne upravo tako.)
Meni i dalje nije jasno zašto VTI ne bi bio uključen i u razvoj namenskih proizvoda za izvoz, naravno uz prisvajanje određenog procenta od prodaje razvijenih sistema. I VTI i SDPR su vlasništvo ove države i ne vidim nikakve prepreke da se ta saradnja razvije na obostranu korist, a samim tim i korist ove države. Kapaciteti VTI-a kao institucije su mnogo veći od potreba koje ima VS ovakva kakva je i dobro bi mu došli prihodi od direktne prodaje stranim partnerima, a da se zarađeni novac uloži u razvoj samog instituta i nove projekte.

VTI i YI su toliko veliki rivali da je to preslo u patologiju. Wink Tesko bi ih spojio da rade zajedno na istome projektu.

Tehnicki projekat Lazara 2 je skoro poslat u TOC i o tome je bilo reci na forumu. TOC ima svoje primedbe i sada je red da YI otkloni nadjene nedostatke.
